After the end of states creation which started between 1970-1996, politicians from the south started in 1999 to ask for political restructuring. But northern politicians tell the south to come to the National Assembly to table political restructuring. Because the northerners knew very well that the National Assembly is overpopulated by Arewa legislators who would vote down any political restructuring that will be different from the existing political structure and governance system created by northern military dictators.
