Yeah, corruption exists in Brazil just like you said among some law enforcement agents and the drug problems in the Favelas is severe with people getting shot in gang wars and prostitution is rife among female hard drugs users.

It's just that Brazil is a member of BRICS and one would expect high standards from them.
Since military rule ended in the 1980s in Brazil, they have made a lot of improvements in their society and the gradual regression is a disappointment. In the last over 20 years, I've lost count of how many of these hard drugs couriers from the South East have been arrested for ingesting and moving cocaine, heroin, and methamphetamine from Brazil to Nigeria and Ethiopia by air.

My issue is, we may commercialise cannabis production, we make money, but at what expense? Will the IGR solve the hard drug dependency problem already rendering our youths unproductive?
