Reps Seek Decongestion Of Nigeria’s 244 Correctional Centres by Paraman: 5:22pm On Mar 06
The House of Representatives on Wednesday began moves to decongest the 244 correctional centres spread across the country.

This is as the lawmakers at a plenary session on Wednesday presided over by the Deputy Speaker, Benjamin Kalu, called for a holistic overhauling of the system, including quick dispensation of justice for awaiting trail inmates as well as reforms and rehabilitation of the centres to global standards.

The resolution was sequel to the adoption of a motion moved by member representing Ikwo/Ezza Federal Constituency, Ebonyi State, Mr Chinedu Ogah.

Leading the debate on the motion tagged, “Call to decongest Nigerian correctional service,” a member of the All Progressives Congress, Ogah lamented that over 70,000 inmates in the country face inadequate facilities despite government efforts, adding that “Some have not been charged with criminal cases, while some are unable to pay the fines imposed by the courts despite having their cases determined.”


He continued, “The House is disturbed that the Nigerian criminal justice system is plagued by flaws, with cases often lingering without resolution for years, thus overcrowding the correctional centers in various geopolitical zones.

“The House is also disturbed that a data system reveals that federal offenders comprise less than 10 per cent of correctional system inmates, leaving over 90 per cent to state offenses.



“We are also alarmed that overcrowding of the correctional facilities has led to a huge revenue drain for successive governments, leading to prison dilapidation, criminalization, and inability to separate awaiting trial inmates from convicted ones,” stressing that implementing the criminal justice system and the adoption of non-custodial measures would effectively reduce the overcrowding of national prisons.”

While referring the motion to its Committee on Interior, the House urged the Federal and state governments to provide comprehensive reforms of the country’s correctional system, including modernizing custodial centres, building new facilities, and redesigning the bail system.

It also tasked both layers of governments to “Propose legislation to allocate time for the speedy dispensation of justice and the number of inmates awaiting trial; examine the role of the federal and state governments in the correction of inmates; propose sustainable, efficient solutions to address the congestion in 244 jails nationwide and devise and promote effective reformation, rehabilitation, and reintegration of inmates.”

The House also called on the federal and state governments to utilize their prerogatives of mercy to grant amnesty to deserving inmates, just as it urged the Federal Ministry of Justice to prevent delays in justice dispensation and enhance the process of meeting bail conditions.”

It further called on security agencies to avoid arbitrary arrests.

This is not the right move honestly. It is obvious the Federal Government of Nigeria is tired of spending billions to feed these inmates.

Rather than decongest the prisons, the Federal Government of Nigeria should look at ways of generating revenues through these able-bodied young men just languishing in prison, eating our foods and contributing nothing to the economy.

It may interest you to know that those Chinese Construction workers are prisoners in their country almost completing their jail term.

We can adopt same model. We have fallow lands where these inmates can work and boost Agriculture. All will be well.

Majority of these centres are full of innocent people while the real culprit are moving freely on the street.

This is supposed to be the core responsibility of the Attorney Generals from Federal to States...!

But they are not interested.

If they decide to commit just one month to looking into cases and files of most inmates, the prisons will be decongested... Hundreds of wrongfully imprisoned individuals would be discovered.

Build bigger and more modern Prison Complexes and integrate industrial estates and activities to these.


Certain offenders should be able to work and even earn savings while in prison to help them start life when they serve their time.

Don’t just keep people you feed for free. Let them make use of their time there to add value to the society.


BUILD BETTER PRISONS TO COMFORTABLY TAKE MORE INMATES.

Those are already obtainable in open prison and minimum security prison.

On a serious note, this is a failure of the judiciary.

If there is anything that need serious rehab it is the judiciary


Time to get justice served is too long and too wide.

It's not only decongestion they should also push for renovation so that incase EFCC arrest and sends them to prison they will see where to sleep. They should be thinking about the future

Why not....70% of the reason those correctional centres are overfilled lies directly at the doorsteps of THE JUDICIARY!!!

Bunch of lazy people!
They try like 1 case a day for 3 days in week and still give unnecessary adjournments upandan!

See evidence, hear some mumble jumble lawyer pleads, give your judgments: Death by whatever (e.g hanging/firing squad ), BUT STATE THAT EXECUTION MUST BE CARRIED OUT WITHIN THE NEXT 30 or 60 DAYS!!!(not indefinitely which becomes 5-10 years Awaiting-Exectn!) DO IT IN DAYS!!; Life imprisonment, sharpsharp!, etc.

For the life of me judges are being treated with soft/kids gloves by the Governments......they are also few in number, but they are toooooo slow in judgments. [Adjournments should not be more than once--if you dont turn up, case is given in your absence as if you're there]

RINSE. REPEAT. NEXT!!!! Congestion problem Solved!

Government must not release hardened criminals like Evans, Rev. King and Nnamdi kanu in the name of decongestion.

They should expand the prisons and make the inmates grow their own foods. This is a big opportunity to move from consumption to production just like Saint Obi preaches.

Imagine an hardworking criminal like Nnamdi kanu being tasked with pig farming. He will bath them, clean their poo and definitely ensure there is enough pork meat to go around.

The answer is simple. Just stop accepting new state law offenders. Assuming you stop accepting the by 2025 the prisons will decongest after most serve their sentences. The lifers can be transferred to state prisons when built.
