[b]MOSCOW (AP) — Russia is facing a heightened risk of being drawn into conflicts at its borders that have the potential of turning nuclear, the nation's top military officer said Thursday.

Gen. Nikolai Makarov, chief of the General Staff of the Russian armed forces, cautioned over NATO's expansion eastward and warned that the risks of Russia being pulled into local conflicts have "risen sharply."

Makarov added, according to Russian news agencies, that "under certain conditions local and regional conflicts may develop into a full-scale war involving nuclear weapons."

A steady decline in Russia's conventional forces has prompted the Kremlin to rely increasingly on its nuclear deterrent.

The nation's military doctrine says it may use nuclear weapons to counter a nuclear attack on Russia or an ally, or a large-scale conventional attack that threatens Russia's existence.

Russia sees NATO's expansion to include former Soviet republics and ex-members of the Soviet bloc in eastern and central Europe as a key threat to Russia's security.

Makarov specifically referred to NATO's plans to offer membership to Georgia and Ukraine as potentially threatening Russia's security. Russia routed Georgian forces in a brief August 2008 war over a separatist province of South Ossetia. Moscow later recognized South Ossettia and another breakaway Georgian province of Abkhazia as independent states and increased its military presence there.

Makarov warned that the planned pullout of NATO forces from Afghanistan could trigger conflicts in neighboring ex-Soviet Central Asian nations that could "grow into a large-scale war."

In its military doctrine, Russia has also described U.S. missile defense plans as another major security challenge, saying it could threaten its nuclear forces and undermine their deterrence potential.

Moscow has agreed to consider NATO's proposal last fall to cooperate on the missile shield, but the talks have been deadlocked over how the system should operate. Russia has insisted that the system should be run jointly, which NATO has rejected.

Makarov also said Russia is struggling to get enough recruits for the 1-million military, as the number of draftees has shrunk dramatically because of demographical changes.

He said that the military is aiming to gradually increase the number of contract soldiers and eventually form an all-volunteer army. He didn't mention a specific time frame.

The statement marked a sharp change of course for the top military brass who previously insisted that Russia needs to maintain the highly unpopular draft because an all-volunteer military would be too costly.[/b]

Iran is defying the United States on letting inspectors come in and search for nuclear bombs or missiles. Everyone knows they either have them or will have them soon. Next step is to develop a delivery system planes or missles. Iran will defy the U.S. and threaten war, they U.S. will threaten, but they know if they attack Iran, Russia is their allie and will be bound to help them. While Iran may not not have a delivery system to bring nukes to U.S. soil, Russia has several ways.
So little Iran could cause global nuclear war. End result Iran could cause and end to the world as we know it. . .

Nuclear weapons are no longer a deterrent . In the past they stopped wars & made others think twice about invading. Today every one has some type of nuclear arsenal from HEU/LEU ( High & Low Enriched Uranium). Till this day many military analyst world wide still don't know the where about of hundreds of U236-U237: AKA suit case size plutonium arsenals that where stolen or missing,sold from Russia and other locations. That is not including the hundreds Iran,Russia,China,North Korea,Pakistan have made since than, The only way to avoid a major conflict that has ZERO winners in today's world of nuclear strategic security is countering a TRUST DEFICIENCY among nations that will ultimately lead to a one "World Order". The other option is NUCLEAR WAR. This option only defeats the primary objective of any nation. . . And its called EXISTENCE!!

People may use the bomb when they feel their backs are against the wall and they have lost all hope for themselves or empathy for others. Old beliefs and ways of life are challenged by hard realities and cold science. It was comfortable living with unchallenged ideologies and religious dogmas. But, we are a push button society now, much more so than we were in the 1960's. Killing is too easy. It's not a computer game but we make people into objects to be demonized or worshipped. Us against them. Everyone wants a messiah to come and fix things up but on their terms. It feels like many will do anything to hasten and enable their religious prophecies to happen, make them self fulfilling. I'm afraid of what appears to be a trend in that direction going on among so many people everywhere in the world right now under the economic stresses and changes it has to face.

Russia is feeling its military influence caving in, so its trying to rely on nuclear deterent. If the regimes in Syria and Iran are to fall, Russia will be under pressure to assert its might, which is fading, so its not clinging to its nuclear arsenal and IBMs. I wonder how they let the US force grow so big and widespread, i feel the main issue that undid Russia was corruption. As they threaten with their Nukes, they should always remember that they have no effective defense for same Nukes from other countries.

israel is not the problem.russia can probably erase israel from the face of the earth before israel can blink.russian anti missle system will handle the small nukes israel has.
the issue is usa if they attack russia and russia attacks back then its game over for all of us ,thats why russia will not interfer nuclear wise in a iran- israel conflict peroid.if it was russia vs israel then  i am sure russia will pretty much win with almost no damage using nukes.
even using conventional weapons we saw what they are capable of doing by bringing the heavily equipped georgia by USA to its knees in a few days,couple of years ago.
usa cannot contain afghanstan or iraq in nearly 10 years.

At last some one with some brains finally makes a contribution. Thanks dear for telling them. I couldn't help but laugh in efik when someone said Isreal will wipe out Russia. Some are even saying Russia's military influence is waning. A lot of these babies need to use Professor Google to do adequate research and understand the equation of world powers.

Russia and China are making significant gains right now economically and they have seen the importance of there military influence around there sphere of control.It is countries like USA that are scaling down there military development because of the recession and previously fought wars.Russia and china,Also places like India are raising steadily in arms buildup and control.Russia is becoming a significant power player now than ever.She was looked down upon think she had gone scrap until she sampled with Georgia and expel the European influence in Ukraine.Extending her naval base lease in Ukraine.
Russia has also activated her long ranger nuclear bombers and for a long time had not flown on routine strategic flights.Last they were on patrol along Europe.Russia is now upgrading her Naval fleets to match other world powers in there area of maritime dominance.Her air-force is sound,air defense is good and her ground army is sound,Intelligence and satellite abilities are sound.Her deficiency is only Naval and some level of corruption.The world never believed they still had technological ratings until they yanked Georgia of the internet while the war lasted.The last i checked hackers were scrambling to know just how they did that.Prompting other countries to invest in cyber warfare.
Russia is still strong and has started revamping her arsenals and defense strategy.The current post simply means they are analyzing the current trends to develop there deterrence and counter abilities.

US had better not allow Israel to pull her into another unnecessary war (it surely cant afford) against Iran, that would just fast-track the beginning of their end which is already by the corner. They would provoke a strike from Russia who wont be kind to any attack against its closest ally Iran.

They had better not start the WW3 quicker than expected.

It will be a waste of time to take the Russian General serious. I can understand his plight with the yearly military budget slash

going on for reason of diminished threat. So, why not up the ante. But Russian politicians know what is truly important. They need

funds to deal with poverty and raise the standard of living for children of 'mother Russia', crime, disease (HIV rising

exponentially),prostitution with their women being sold as objects over the internet as 'mail order brides' etc. Today's Russian

Generals are not quite as fortunate as their uncles in the 70s. What they need is a retraining to become relevant and be good

entrepenuers. That way they can make their own wealth and not panic the state into giving them money for weapons they dont

need. If Russians know what they want they will call for a sack of this General. That will be a lesson to others with their own evil

agenda.
