Only the court can do that, after listening to both parties and only if Ganduje is able to prooof his case beyond reasonable doubt that the ward executives did not follow the constitutional due process when the suspension was pronounced

After he fell out with Obaseki, the APC executive committee in his ward in Etsako west local government suspended him. The APC chairmen in the 18 local government areas of the state also passed a vote of no confidence on him, accusing him of working against the party interest.

Although Oshiomhole appeared to have dismissed the suspension as a child’s play, it would later cost him his position as the national chairman of the party as a high court in Abuja suspended him on that basis.

There's no two ways about this.
The Ward leaders are legally allowed to suspend a member in the ward, the deal has been done.
The local government leaders have no legal backing to sack Ward leaders.
Now look out for different court rulings about the case but as it is, Ganduje stands suspended.
Ayu and PDP is a case study.
