Yes, some Muslim leaders around the world try to act as if they're implementing shari'a law while as the reality they just decided to take the punishable part of the law to implement it. At times, they use it as a weapon for their political gains among the ignorant Muslims.That's why the moment shari'a is mentioned, the first impression that comes to us (both the non-Muslim and most of the Muslims) are:

You got to create an environment where Islam propagates and gets practiced. People needed to be raised/trained, educated, to know the ethics, their roles & responsibility before thinking of taking action of punishing them if they erred.
