Dear National Identity Management Commission (NIMC),

I am writing to bring to your attention the significant challenges faced by Nigerians residing in China who are attempting to register for the National Identification Number (NIN). This issue is causing a great deal of distress and uncertainty for many.

The main concerns are as follows:
1. Touts and imposters are exploiting the situation, demanding up to ten times or more the actual registration fee while promising to help obtain the NIN. These touts know charging them that high is still much cheaper than buying a plane ticket and heading back home. This is leaving some Nigerians in China feeling scammed and vulnerable.

2. Nigerians in China whose passports are nearing expiration are in a state of confusion, as neither the Nigerian Embassy in Beijing nor the Consulate seem to have clear information or guidance on how to properly register for the NIN.

3. The Embassy and Consulate have confirmed that a NIN is required to renew a Nigerian passport. Without a valid passport, these citizens will be unable to obtain the necessary work permits and residence visas to legally live and work in China.

4. Upon checking the NIMC website, the nearest registered centre appears to be located in Cambodia, which is 4-5 hours away by plane. Obtaining a visa to travel to Cambodia poses an additional obstacle.

4. Furthermore, the website of the Cambodia centre is reportedly inaccessible from within China, making it virtually impossible for Nigerians in China to register.

Given the mandatory requirement for a NIN to renew a Nigerian passport, it is deeply concerning that citizens are facing such significant hurdles due to their geographical location. This situation risks leaving them in legal limbo, potentially jeopardizing their livelihoods and ability to remain in China.

I kindly urge the NIMC to explore immediate and practical solutions to address this issue, ensuring that Nigerians in China can readily access NIN registration services without undue hardship. Your prompt attention to this matter would be greatly appreciated.

Thank you for your consideration.

Sincerely,
Larry A.J.
