I invited my sister and her husband and they were given a UK family visitor visa but their one year old daughter was refused because of they did not include her birth certificate.

The question is: Should we appeal or re-apply

You should re-apply with the Child's birth certificate.

Do i have to send them another letter, Please what can the parents do ?

You need to re-apply with her birth certificate and photo copies of the parent's visa that was issued to them before.

The parents need to explain in that visa form why the child was refused a visa before.

Don't forget to add those documents used during the first application, things like marriage certificate, family pictures, bank statement etc
