For the thief, this punishment is mild compare to eliminating him. He is going to practice eating peppers and drinking hot water, when he gained his freedom.
He will commit a bigger stealing as he has upgraded himself. For me, when you catch a thief, he should be thoroughly beaten, with one leg completely removed and later handed over to police, for prosecution

Why would he die from eating pepper? Did you ever hear of anyone dying from eating pepper? Did you ever hear of anyone dying after being handed over to the Police? Go figure.
I totally support this type of punishment over imprisonment. Police and prison were never a part of African culture ... this is how we dealt with this kind crime and it remains more effective than going through the injustice system. Eating a bowl of hot pepper... washed down with warm water would deter the average person from committing more crimes. Eating the pepper may not deter the tougher guys but I will bet my life the following days of pissing acid and shitting fire will do . We need to have this kind punishment.
