Rivers State House of Assembly Service Commission is not the same thing as LGA administration. The Constitution empowers State Houses of Assembly to make laws governing LGAs.

CTC are they constitutional? Where in the constitution have you seen CTC? Legislative arm has no such power either to elongate ordinary appointee by the governor. They are not elected.
