The primary actors implicated in the scheme include CBN officials who reportedly colluded with two external associates, Adamu Abubakar and Imam Abubakar. Central to this allegation is Odoh Eric Ocheme, who served as a personal assistant to Emefiele during his governorship. Ocheme is accused of receiving $3,730,000 from the stolen funds, while the remaining $2,500,000 was allegedly divided among three other individuals.
