Can we safely say that the call for a state of emergency by the Rivers state acting chairman of APC was a deliberate ploy to distract the people from the plan to bomb the state, by the group supported by Wike? Can we not say it was a wolf cry?

Is it not the the same person who be held responsible if violence breaks out in Rivets state. We can say that we already know the culprits with this.
