They just literally switched positions from shadow ministers to ruling party substantive cabinet ministers.

Btw,there are still about 1000 members of the House of the Lords, unelected Lords/Lawmakers, mostly hereditary Lords like our inheritable Chieftaincy title roles, King/PM-appointed Lords who these elected House of Commons members must always get their approval to get laws passed.
