Lagos assembly to pass law criminalising street begging: Speaker

He noted that the rising number of beggars in Lagos necessitated this regulation.

House of Assembly, says the legislative arm is considering passing a law to regulate alms begging in the state.

Mr Obasa said this in an interview with on the sidelines of the launch of the Ibile Muslim Community Zakat and Sadaqah Foundation in Lagos.

He said that there was a need for such legislation.

The foundation was launched at a public presentation sponsored by Lotus Bank in Lagos.

It aims to empower less privileged Muslims and alleviate poverty by promoting Zakat, Sadaqah, and Waqf.

Mr Obasa explained that the proposed law would empower the state government and foundations like the Ibile Muslim Community Zakat and Sadaqah Foundation to regulate aid soliciting.

According to him, the law will also ensure donations reach the needy without them having to beg on the streets.

He noted that the rising number of beggars in Lagos necessitated this regulation.

We are looking at how we can manage such situations to stop beggars from parading the streets of Lagos begging for alms.

Following such legislation, anyone caught begging on the streets or aiding such, particularly among children, would also be sanctioned according to the law,” Mr Obasa said.

Speaking on the foundation’s launch, Mr Obasa highlighted the benefits of Zakat, which helps both payers and beneficiaries by eradicating poverty.

“It is important for anyone blessed by God to reach out to the less privileged.

“This should start from the immediate family and extend to every other member of society.

“The essence is to make everyone equal, or at least to move people from poverty and make them feel comfortable,” he added.

Sheikh Sulayman Nolla, chairman of the board of trustees for the Ibile Muslim Community Zakat and Sadaqah Foundation, emphasised the foundation’s goal of unifying all Muslims in Lagos.

Mr Nolla, also the grand chief imam of Lagos, noted that the foundation serves all, regardless of religious background, and aims to bridge the gap between the rich and the poor by pooling resources.

Kafilat Araoye, managing director of Lotus Bank, stated that the bank is supporting the foundation financially, technically, and administratively, ensuring adherence to Sharia and Islamic finance principles.

Mr Araoye stressed the need for permanent solutions to poverty rather than temporary palliatives, given the country’s current economic realities.

Zakat is the third pillar of Islam, requiring eligible Muslims to donate a portion of their wealth annually to aid the poor.

It is typically 2.5 per cent of a Muslim’s total savings and wealth above a minimum amount, or “nisab,” each lunar year.

Sadaqah is a voluntary charitable act, while Waqf is an Islamic endowment of property for charitable or religious purposes.

The Fulanis on our farm need to be flushes out 1st.



The southern governors needs to start buying agric. produce from the southern farmers as a way to encourage them to go into Agricultural production.

The security vote can always be used for these.


secondly they also need to start massive rearing of cattle in the South (South West,southeast southSouth )and some parts of north Central .
By the time these state governments encourage the masses to start rearing cow in the fulani dominated southern market,competion would start and thereby chase them away from our land and forest, this move is going to block the vacuum of beef production and our reliance on the Fulanis for beef like we used to have in the past.


Fulanis will get free grasses,water and land ,rear cattle and now sell the fura,hires,Bones,blood and mean to you southerners.


Cow production in the south and middlebelt [IN THE HAND OF THE NATIVES]is a fantastics way reducing insecurity in the Regions.
It reduces our agricultural reliance on them and chases away Fulani who kill our Farmers and destroys their crops on their farms,it chase away Fulanis who are indirectly reducing the population our rural area .
Imagine knowing that the state government is going to give you loan,assist with tractor,seeslings and agro_chemicals and then buy your cow,cassava,maize,sọya beans,beans,kola,rice ,palm kernel ,cashew nut and fruit after you have produced them?,do you know that many if our youths will not be roaming the street?
The government after buying can always add values to the product ,set it to the standard required then resell back into the community or process it for Manufacturing companies to buy or export them abroad.

The Hausa Fulanis will never be able to shakara us with any food blockage from the north again

With the alarming numbers of people in Lagos state, how much do u think social packages will incure in Lagos state?

Allowing street beggers is so bad that some of this people u think are beggers are informant. If you don't know you don't know.

Check garages u will see large numbers of northerners who have complete body yet begging for alms.

Ogbeni. If yuoi must be in Lagos, you must be part of her progress not coming all the way from yr Village to add to the problem

mr man it is madness when you gave birth to 5children and made them rely on someone that gave birth to just one or 2 for feeding.you can’t make laws that amputates people and leave them to be useless in the society and liabilities for other people,you can’t ban the sales of alcohol and expect the revenue from the sales of alcohol to be shared with you.you are supposed to think better and be more reasonable.
You can’t take immunizations cos of your religious beliefs but you can take alms from who doesn’t practice your religion.the population of lagosians begging is very is so insignificant hence what is the point relocating to Lagos just to come and be begging.can’t they beg in their respective states.?

100% support from me. Everybody have almost turn beggar in Lagos from almajiris to touts, white clothed women to civil servants, etc. It has already constituted social environment menace to hard working people struggling to meet ends.

This should be extended to police officers who illegally patrol in different routes of the state and stag everyone driving a luxury car as a yahoo-boy

Don't push people to the wall. Begging is their very last resort.
You haven't provided any jobs.
You haven't provided any welfare safety nets.
No security in the bushes for them to farm.
They resorted to begging, and now you want to criminalize them for just trying to survive.
You political class are cooking what will consume you. When you take away this final means of survival from the poor, they'll come for you. You don't just ban begging because they're unsightly to you. You made them so. When you give them alternatives to survive, then you can ban their activities.
