Once a a classified military targeted like the leader of Hamas is in your building that building automatically becomes a military,target. Sometimes Intel comes within a very short period to act else target moves to another location.

IDF have tried to educate the civilians to leave Hamas command areas , sometimes they even give civilians the exact time the bombing will start but that can be in the situation where a high value target as this has been pinpointed for elimination.

Remember there is always casualties in War, you attack someone but can't tell how retaliation should go. Hamas thought obliterating 1400 Israelis and other foreign nationals on OCT7 will go unpunished, I laugh in China.
