Introduce a housing tax of 0.5% the value of the house yearly in ABA ans Umuahia
For undeveloped land 5% value of the land
Abia can easily raise 650 billion yearly from this from by calculations

Enough of the excuse ... The most important part of governance is raising revenue to do the projects u want to do
Housing tax? Once he exhausts that, what is he going to fall back on again? You want people to be paying tax by simply owning a house in Abia state? You've not thought about the impact it'd have on the economy of that state - it would also drive up housing cost and make building houses more expensive.

Housing tax is the fundamental tax od anything developed country

It's whays used to maintain road, schools and hospitals.
