Nigeria’s energy landscape is embroiled in a heated dispute between Dangote Refinery and the Nigerian National Petroleum Corporation Limited (NNPCL). The $20 billion Dangote petrochemicals refinery, intended to alleviate Nigeria’s reliance on imported refined fuel, now faces serious business jeopardy due to allegations of unfair regulatory practices and monopoly attempts by the NNPCL.

Dangote claims that the Domestic Crude Oil Supply Regulation is being unfairly implemented, favoring NNPCL’s refining operations and limiting crude oil supply to his refinery. This regulation was introduced to manage crude oil distribution to local refineries, but Dangote argues it is used to undermine private sector efforts.

Further complicating the situation, Dangote revealed that NNPCL's stake in his refinery dropped from 20% to 7.2% due to unmet terms of a 2022 agreement. In response, NNPCL has questioned the quality of products from Dangote 's refinery and countered claims of unfair practices, suggesting regulatory oversight and market competition as necessary for the sector.

This feud has significant implications for Nigeria's quest to attract foreign direct investment (FDI) and achieve energy sufficiency. The standoff highlights the paradox in Nigeria’s energy policy and raises concerns about the balance between supporting indigenous investments and ensuring fair regulatory practices.
The silence of President Bola Tinubu, who also serves as the Minister of Petroleum Resources, adds another layer of complexity to the issue. As the situation escalates, stakeholders and policymakers must find a resolution that supports Nigeria's energy goals without stifling private investments critical to the sector's growth.
