Why do we always demand so much cash from these app companies?

Last time it was Buhari demanding Twitter build and office here. Why should Twitter build an office in every country when it's an internet application?

Now they want to use fines and unrealistic demands to chase away WhatsApp?

The government is broke they're trying to extort the remaining multinationals still left in the Country.

Remember they fined binance and arrested their staff over this same fine/extortion payment.
