On its own, nothing wrong in it, but when a separate inordinate intent is shown, then an offence may be grounded.

Also, the tailor can claim innocence actually by claiming he thought it's the Nigerian defence flag.

Don't be surprised if Russians sees his picture, make it go viral and Russia govt decides to favour the tailor for promoting their country colour

It is not a crime. No court will convict that Kano tailor.

The best DSS can do is hold him for a while to prevent him producing more flags

I don't know where it is a crime to produce the flag of another country, it could be a crime to fly the flags of separatists and subversive groups but not another country's flag that Nigeria is not at ear with.
The influence for this current behaviour is coming from our neighbours in Niger Republic which is currently doing better with Russian assistance
