You are making baseless acquisition with no willingness to back it up.

Leaving out what it is being used for. This is a good start process for distributing aid to reduce theft and fraud.
Technically, the Government should be able to know how many bags were purchased and every bag should then be able to be tracked to make sure they were given out.
But, I'm sure some 'industrious' government official will be able to use random people's NINs to still steal bags or hold bags for certain people.
But, it's a needed process in General.
