In PH rain hardly falls if it does, its mild so it is with Bayelsa State and most South South states. But what is wrong with the Northern States?

Probably climate change
Also lack of good drainage system in most parts of the Northern states. State urban planning never planned the cities with a long term view, looking at the possibilities of what if the weather pattern changes one day. How will they cope.
