The army and police are the real problem of Nigeria: they stay on the roads begging and extorting money from the same citizens that are continuously exploited by the government (in order to augment their own starvation wages) but anytime those citizens want/try to revolt and change the system for everyone's benefit, the armed services are quick to murder them in cold blood. billionman: 1100 for what is not up to 1 litre, but reads 1 litre on the dispenser.
I experimented by buying one litre from 3 fueling stations, took them to the lab and measured them with standard calibrated glass cylinders, they were all short with at least 100ml per litre.
