They are even converting dead people accounts & dormant accounts to federal government use.
And still borrows money from IMF,world bank,china,Japan, somalia,UAE.

You have no shame! I was expecting to see where it is stated that this 103.7 billion was used for building of schools among the geopolitical zones, but non. You are justifying its collection without asking what is the money use for?
