A Federal High Court sitting in Abuja has ordered the Central Bank of Nigeria (CBN) to pay N579 billion to Kasmal International Services, a Nigerian private firm, for stamp duty collection services rendered.

Kasmal rendered the collection services to the apex bank between January 1, 2015 and January 31, 2020.

During the hearing, it was established that the firm was hired by the Nigerian Postal Service (NIPOST) to collect a N50 fee on all receipts issued by banks or financial institutions for services related to electronic transfers and teller deposits of N1,000 and above.

It was also agreed by both parties that N7.5 would be paid to the private firm for every N50 deduction made from electronic transactions consummated by bank customers.

The percentage remuneration was, however, not fully paid to the private firm as agreed.

Court documents reflected that N3.8 trillion currently stands in the Stamp Duty Collection Account. It was also established that the money was to be distributed among the federal government, state governments, local governments, the Federal Inland Revenue Service (FIRS), Coordinating Consultants, and other bodies.

In its objection to the suit, the CBN and the Attorney General of the Federation (AGF) described the agency contract the firm had with NIPOST illegal.

The defendants went on to argue that only the federal, state and local governments were entitled to sharing the revenue in the federation account.

While delivering his judgement on Friday, Justice Inyang Ekwo, the presiding judge, his judgment, said the submission of the defendants that NIPOST lacked the statutory power to collect stamp duties “did not hold water”.

In the end, the judge ordered the CBN to pay over N579 billion with associated interest within the stipulated period to Kasmal International Services.

APC has robbed this country blind, imagine engaging a private firm without office furniture to be collecting N50 on every bank transfer we do for 5 years and no one can even account for all that money.
Now they are using the judiciary to syphon another N579B to be paid with revenue from Niger Delta oil

Story, cbn will have to pay. It is the share of that companies money. A certain percentage of the N50 stamp duty. The money is there and has not been disbursed.
The koko here is the problem of corruption that stops the progress of naija as we are too smart it turns to stupidity.
Oga at the top started this level with alph abetta. The only difference is that AB collects the whole money then takes its share then gives gov it's own, so nothing like gov sitting in its money as in this case.
Others have followed suit as an example has been set. Most likely some then oga in nipost would have brought a company he has codded interest in, sign a water tight contract with them in favor of the company, so even if he is removed from his position, the contract cannot be revoked without heavy penalty on gov. At the end of the day, normal revenue that should be collected by gov agency his shared with a private firm.
The bottomline is still corruption, personal interest. We have entered it, make them pay.

Hmm. Wonder how the firm was facilitating the deductions given that this process has been done by the banks, where the bulk of the deductions are from. Banks already have established mechanisms for deduction and remittance of statutory charges. So what service did Kasmal provide?

Are they encouraging the banks or providing the tools for deduction? Or is this just another of this ill thought contract to siphon money?

What a pity!
This is criminal and a good attempt at state capture.

Who are the shareholders/owners if the firm? I wouldn't be surprised NIPOST officials and a select few

Too many questions

How could 15% of revenue from a source be awarded to private individuals on an enduring basis?
What role did the private firm pay to warrant that?
What stopped the banks from remitting said sums directly to the FG?


Courts should be able to make exceptions for such cases on the basis of national interest.

This should instigate an investigation by EFCC.

That’s a senseless judgement that cannot stand. What kind of contract would even dash N7.5 out of every N50 of duties collected to a private firm? What services did the company render in the collection process?

The judgement must be appealed and set aside by a superior court. Beside, only the FEC could have awarded such a contract. It’s obviously an illegally awarded contract.
