The scripture you quote is referring to people throughout the earth who have faith like Jacob which qualifies them to be called Israelites by faith in Christ Jesus as regards those rejecting God's Son they are lost forever!

The one coming is Christ Jesus but Israel as a nation rejected him that's why they are cast out forever it's only individuals among them who repented that will be saved {Act 2:37-40} but as a nation, NO!
