Russia is short of manpower and Putin does not not want to announce mobilization because the war isn’t popular anymore and Russia is losing in many fronts hence the need for North Korean soldiers

Nothing drives innovation faster than war. The war is Ukraine is introducing lots of new fighting tech like drones, Anti tank launcher and new fighting techniques. South Korea is scared their counterparts in the north will gain useful experience from it, which will ultimately be used on them.
