I think you'll find that only 20% of Welsh speak Welsh. They speak English.

Now as for rankings, rankings are generally subjective.

And you will have to define the context to put things in proper perspective.

Think about this. There are currently 23 words I know of in the Oxford English Dictionary that were derived from Nigeria's form of English.

You can't say the same about any other African country.

If you're subjecting everything to the rules of the colonial masters, then yes, maybe Kenya and Uganda are good at following those rules.

But Nigeria is a very dynamic entity. We have 4 official languages in Nigeria. English, Hausa, Igbo and Yoruba. And all of them directly relate to each other. Kenya has only one official language. Much of those 23 English words I know of are literal translations of expressions in each of these other 3 languages. And because Nigerians are widely dispersed throughout the world, these words found global acceptance so much so they were adopted into the dictionary.

So, when you say a certain country speaks better than Nigeria, it's merely speaking within the confines of a colonial construct.

Nigerians are very fluid. We don't live by rules. We live by expression. And we are blessed with the ability to assert our expressions.

Once again, I'm sure what the Welsh have to do with this situation. I would like the source for your statistics please.
