The governing council headed by the chancellor is not involved in the day to day operations of the institution.
The head of the institution daily activities is the VC.
The chancellor and his team don't resume on daily basis, they only come on need basis

Chancellor is an honorary Chairman of the University Governing Council but VC is the sole administrator of the University.

Same as Bank Chairman and Bank Managing Director.

The Chancellor doesn't attend the Governing Council meeting because he is not a member. He only attends ceremonies of the University like the Convocation and he awards degrees to convocing members especially the Doctorate Degree.
