A governor has to read a lot of stuff. He has meetings with state commissioners, state lawmakers, federal ministers, other governors, the presidency, etc. If he cannot read and write, then he cannot function effectively - even if he has natural leadership traits.

If the man cannot read or write properly, he will be completely at the mercy of other people who may do not mean well for the state he governs.

Agreed. However, A lot of people suffer from various anxieties which back in the day we would have said “ his village people where after him “ .
I believe he thought he could handle , he also appears to have dyslexia and is mixing numbers altogether .
As a leader it looks bad but I feel he needs our sympathy. See a doctor , get properly diagnosed and treated.
