The lawmaker raised a very cogent observation. If it was not important, than what was the need to have advance copies?

Normally, serious lawmakers would have made notations on the early document presented on where they want to ask questions or seek clarifications, so reading something totally different not only throws the lawmakers off, but is sufficient grounds for proceedings to be halted immediately...
