Residual list should be looked into and responsibilities should be shared between the three tiers and everybody should focus on their responsibilities
For example local governments are close to the grassroots they should have a responsibility of data collection for houses, businesses in markets and anywhere and humans anything that has to do with data collection very important for firs and anything that needs the data. Also state governments should focus one improving the welfare package of Smes because they alone can improve the economy when they are supported ..it doesn’t have to be in that manner but they need to give them serious responsibilities and objectives

4) Kano railway is unnecessary but if you want to continue its not bad though but it’s very unnecessary and a waste ..if they need one their state government should go ahead and make provisions for one

5) Nigerians are on survival mode and trying to tax them based on survival is unfair..the person that advised that needs a big knock..sometimes we have to do things from an understanding of how the Nigerian system works not because it is being used outside…the average Nigerian today is a law breaker and our correctional centers is filled up ..firs should work with police and the court of law if possible create mobile courts in each local government ..any offender apart from high criminal cases will be made to pay a substantial amount of fine..a system should be created so it can be monitored and strictly implemented that ever naira made will go to the government you know how much you will make daily? also it reduces crime..a stone kills 2 birds
It’s just a rough work you can always sit and look for a way to create a system for it that will work
