His teams doesn't always have the consistency to compete in a 38 games season, saw it at Chelsea and also Bayern.
But if it is to prepare a team for specific opponents which is usually the case for cup games, he is very good at it. Look at what he almost pulled off with Bayern in the UCL despite their league form last season.

It's called an "average" law for a reason meaning there would be outliers on both sides, but for the most part the majority would fit in. There's a reason Harry Kane's case is attracting attention because it is an anomaly.
