My take on the situation is this.
If Chelsea already know Ake won't play, then they won't bring Ake back. They decision-makers can see that positives gained from Ake staying back at Bournemouth, is more than we can achieve from him being a competition at Chelsea. (It will be a different argument if it was end of the season). For this reason, I believe he is actually coming back to play.
If it was only about competition, we have Kennedy. Or we could bring back Rahman for that purpose (depending on the terms of his loan). But to recall Ake six months into his loan, when he is a guaranteed starter for his team in the PL?
I think Ake is coming back to surprise many.
But I may be wrong.
