There is this misconception many people have about tax and that is the belief that the informal sector (markets, parks, etc) can contribute substantially to IGR. Unfortunately, it doesn't work that way.

This is the reason Enugu despite being a civil service and service industry-driven economy has always generated more IGR than others in the southeast with their multi-billion dollar open markets.

Take Lagos for instance, over 60% of its IGR is from PAYE.

What this means is that the more quality jobs you are able to create, the more you are assured of consistent tax that is even easier to collect.

Any governor that wants to improve IGR in Enugu must drive large-scale industralization and Investment in Enugu.

This is the only path to increasing IGR, not the abracadabra that Soludo is doing by regulating casinos, taxing kekes and taxing people for pasting obituaries.
