My grandmum was Felicia, and my cousin was named felica after my grandma, and becos my dad really wanted me to be named after her as well but was beaten to it, he called me Felicity.

My dad was educated and lived in the UK, so that explains, but i'm glad its a different name, hardly come across anyone with that name.
