The Joint Admissions and Matriculation Board (JAMB) has warned that it would not be conducting make-up exams for candidates who miss the ongoing Unified Tertiary Matriculation Examination (UTME).
JAMB Registrar, Ishaq Oloyede stated this in the weekly bulletin of the examination body , noting that it was determined to stop the culture of conducting of supplementary examinations unlike in previous years.
As part of the measures to forestall this scenario, the Registrar added that the Board had taken proactive measures to address all the factors that would either lead to supplementary examinations or rescheduling of examinations.
Among these were scheduling candidates whose biometrics could not be captured to sit for their examination in Abuja, deregistering of substandard centres and those which have contravened the regulations put in place by the Board during the candidates’ registration and the just-concluded mock examination.
He said with these, the Board would curtail impersonation or examination by proxy and any form of malpractice that could undermine the integrity of the examination.
Professor Oloyede revealed that during the mock examination held in March, no biometric failure was recorded.
“At the just concluded mock examination, no case of biometric failure was recorded and we do not expect any during the main examination.”

The Joint Admissions and Matriculation Board (JAMB) has explained why candidates were yet to see their results more than three days after they wrote the Unified Tertiary Matriculation Examination (UTME).
JAMB spokesperson, Dr Fabian Benjamin said this was because the board was still screening the results as the examination was ongoing and also because more fraudulent activities were being identified in the process.
“We have to keep screening these results because there are lots of issues we discovered like multiple registrations, impersonation and the likes, so we are still fishing them out,” he said.
“Some have been arrested and those yet to be arrested, we have their records, we will fish then out. However, candidates should expect their results very soon.”
EduCeleb.com recalls that about 1.8 million candidates registered for the UTME which began on 11th April and is scheduled to end on 17th April, 2019.
The JAMB official assured the public that the examination body would ensure a smooth and successful conduct of the ongoing exams.
Benjamin said the process of the examination has so far been successful, adding that the board was addressing some of the challenges that came up during the exercise.
A publication by JAMB on Monday indicated that 50 persons were arrested in connection to impersonating candidates just as 49 CBT centres had been suspended since the commencement of the UTME.
He also said that the board was still investigating those who were unable to be verified through its biometric process and would come out with a stand on the matter.

The Federal Ministry of Education has been allocated 5.71% of the 2019 budget by the Nigerian government.
This is based on the estimates given by President Muhammadu Buhari on Wednesday during the budget presentation at the National Assembly in Abuja.
It is coming at a time lecturers in Nigerian universities and polytechnics have remained on strike for six weeks and one week respectively over issues mainly related to education funding.
Stakeholders have on several occasions considered budgetary spendings on the education sector as insufficient to address the myriads of challenges associated with the sector.
Of the total N8.83 trillion budget, the education ministry is proposed to have N462.24 billion as its share.
With that amount, the Federal Ministry of Education is expected to adequately cater for the 28 parastatals as well as at least 35 federal universities, 25 federal polytechnics, 22 federal colleges of education and 104 federal unity schools directly under its care.
The fund is meant to cater for the payment of salaries and overheads in the ministry regarded as one of those providing “critical public services” in the country.
Other ministries in its category are the Federal Ministry of Interior, which is proposed to get N569.07 billion, the Ministry of Health, which may get N315.62 billion and the Ministry of Defence, which may get N435.62 billion. These are subject to the approval of the Nigerian parliament.
The president claimed that the allocation to the ministries increased compared to previous years.
In his words, “The allocation to these Ministries represent significant increases over votes in previous budgets, underscoring our commitment to increase investment in national security and human capital development.”
But checks by EduCeleb.com particularly related to the education ministry budget proposals show otherwise.
The ministry got allocated only 7.04% or N605.8 billion in the 2018 proposal, 7.4 % or N550 billion of that of 2017 and 4% or N369.6billion in 2016.
It means that the 2019 proposal on the education ministry may pass off as an improvement on that of 2016 in naira terms. Yet, it remains lower than others in terms of percentage to the entire budget.
Meanwhile, the 2019 total budget estimate is N300 billion lower than the N9.1 billion being implemented in 2018.
A broader breakdown of it given by the president indicated that N4.04 trillion or 50.31% is earmarked for recurrent expenditure and N2.03 trillion representing 22.98% is earmarked for capital projects.
N2.14 trillion is proposed to be spent on debt servicing just as N120 billion is dedicated to sinking fund, which Buhari explained was meant to “retire maturing bonds to local contractors.”
UBEC shares from N492 billion statutory transfer
Beyond the directly proposed allocation to the education ministry, the Universal Basic Education Commission (UBEC) along with the Niger Delta Development Commission (NDDC) are expected to share N492.36 billion as proposed statutory transfers in the 2019 fiscal year.
It is not yet clear what amount would specifically go to UBEC, an agency under the education ministry, but the president projected the funds to be higher relative to expected increase in oil revenue.
EduCeleb.com reports that UBEC as a federal agency provides intervention in compulsory, free basic education in Nigeria.
Basic education covers the six years of primary school education and the three years of the Junior Secondary School.
Catering for basic education is ordinarily the role of states through the 37 State Universal Basic Education Boards (SUBEB) as stated in the Compulsory, Free Universal Basic Education Act of 2004.
The Act, which also created UBEC made the federal agency to share the costs of financing basic education with states through counterpart funding.
It originally provides that the central government was to spend 2% of its annual budget on UBEC.
To access the funds, states were expected to provide 50% of counterpart funds to match the amount approved by the federal government each year.
A report in October by EduCeleb.com showed that 24 states were unable to fully access the funds due to inability to provide matching grants since 2015.
Back in 2017, a proposed amendment to the Act sought to increase the percentage from the budget to 3 and attempted to reduce the burden on states towards funding basic education.
The amendment process had scaled through in the Nigerian Senate but is yet to be done at the House of Representatives – meaning that the 2% still legally applies.
While prominent Nigerian academics like Professors Michael Omolewa, PAI Obanya and Peter Okebukola have on previous occasions told EduCeleb.com that the United Nations Educational, Scientific and Cultural Organisation (UNESCO) did not recommend that the 26% of a state’s budget should be allocated to the education sector, they are all in agreement that the sector still needs additional funding to solve its various challenges.
The ongoing strike by the Academic Staff Union of Universities (ASUU) and the Academic Staff Union of Polytechnics (ASUP) continue to linger on because government claims not to have funds to revitalise Nigerian universities and polytechnics in its negotiations with the higher education teachers.
It also appears that despite government’s efforts towards reducing child illiteracy, Nigeria still continues to be home to about 13.2 million out-of-school children – the highest in world, based on the revelation by a UBEC official last October.

The West African Examinations Council (WAEC) has elected a Gambian, Baboucarr Bouy as its new Governing Council Chairman. He emerged elected at the 66th Annual Meeting of the Council in Banjul, The Gambia. With his election, Mr Bouy is the 19th Chairman of the sub-regional organisation. His election is for a three-year tenure in line with the Council’s Convention. He succeeds Dr. D. Evelyn S. Kandakai of Liberia, who was elected in March 2015. In what may appear a show of might, a lecturer at the University of Lagos, Dr Babawale Taiwo along with his colleague, Dr Israel Abiala had on Wednesday evening allegedly stabbed a student of the university in the face with an unidentified object.
The victim of the physical assault, Jimi Fatunbi, is a Masters degree student in the Department of English of the university, and resident of the Henry Carr Postgraduate Hall, located close to the Faculty of Education.
What started out as a mere conversation later turned bloody between the lecturers and the student. While Abiala belongs to the Department of Mathematics and Statistics, Taiwo teaches in the Christian Religious Studies unit of the Department of Arts and Social Sciences Education.
Jimi told EduCeleb.com that his assaulters had wrongly accused him of using one-way as he attempted reversing his car from where it was initially parked at Elkanemi Hall to Henry Carr, his hall of residence.
"I just went to Education Roundabout to bring my car so that I could repark in the Henry Carr Hall Car Park. While I was reversing at Elkanemi park, I discovered that a vehicle was behind me and they (the occupants of the vehicle) said I was obstructing them."
He said that he stepped out to explain to the occupants of the other vehicle who turned out to be the aforementioned lecturers about his car not kick-starting at once. In his attempt to enter his car and drive out of the Education Roundabout, the lecturers accused him of trying to run away.
"Dr Taiwo started banging on my car. I felt he wanted to damage my car and I stopped. I came down again to ask him what was actually wrong," he narrated.
"I felt that if you accuse me of obstructing you and I'm moving away, you don't need to attack me any longer," he continued.
"He said I had committed an offence and he needed to deal with me, being a lecturer. So, before I knew it, his colleague, Dr Abiala came down from the same car and started harrassing me. In the process, one of them stabbed me in the face." Student's Face stitched
Jimi's face had to be stitched at the university's Medical Centre after he had been physically assaulted by the lecturers. Our correspondent saw a deep cut on his cheek which had been plastered later.
The cut, which is closer to the victim's right eye ball is just the most visible of the injuries inflicted upon him all over his body. He said he got all these after the assault.
When asked if he fought back, Jimi said he couldn't have done so out of respect for the elderly lecturers. He only had to block the punches of the lecturers.
"It was not as if I fought back. I was trying to defend myself. I was shouting until students came around," he added. Accused of armed robbery
As the lecturers discovered that the noise of their victim was attracting students to gather around them, Jimi said Dr Taiwo started accusing him of being an armed robber who should be incarcerated at the Alpha Base. Alpha Base is an appellation within the UNILAG community for the university's Security Unit. It is located a few metres away from the scene of the incident.
Taiwo allegedly bragged of being a lecturer who had the powers to "deal with" him.
"He (Dr Taiwo) did went to report me to the Alpha Base. When he came with the security officers, the story changed." Security officials figure out the fact
After both sides narrated their sides of the story to the security officers, the officers figured out that Dr Taiwo was trying to exploit him. They took that against Taiwo and had him detained overnight in their dungeon. He was later released in the morning based on self-recognition as a member of staff.
Under Investigation
The matter which had now got to the attention of the university management is now under investigation, EduCeleb.com had learnt.
Jimi said he reported to his Hall Master, Professor Adeyemi Daramola, his Hall Warden, Dr Simon Viashima and the Dean of Students' Affairs, Professor Ademola Adeleke. He added that the University's Chief Security Officer was equally aware of the matter.
He called on the university authorities to maintain justice. "There should be justice and I believe that the University of Lagos would not condone that indiscipline," he said Already settled?
However, a security official of the Alpha Base who declined disclosing his identity told EduCeleb.com that his office was aware of the matter. He simply told our correspondent "everything has been settled." It is unclear as at the time of filing this report if that was true.
The lecturers concerned were not available in their offices and calls put through to them were not answered. When we reached the university's spokesman, Toyin Adebule, he said he wasn't aware of the matter and promised to get back to us once he got updated. Not a new thing
The case of lecturers assaulting students in Nigerian universities is not entirely new. Earlier in the year, the Students' Union President at the University of Ilorin, Lukman Shobowale was slapped by Dr T.K. Abioye for speaking on behalf of students, an allegation which Abioye later denied.
There was also the case of an Imo State University professor, Egbe Richard, who beat a female student of the Nutrition and Dietetics to pulp using his belt. In neither instance was a lecturer brought to book.

Searching through the shelves of the main library in Nigeria's premier university earlier today makes me think that fire outbreak at the University of Jos Library may be a blessing in disguise. At least, it is an opportunity to stock up on recent and relevant books in the library. Our people would say Ilé ọba tí ó jó, ẹwà ló bùsi (When a king's palace burns down, the re-built palace is more beautiful). My experience at the Kenneth Dike Library made me wonder where we are going in our education sector. If the library in Jos' former mother university could be like this, what could the incinerated Jos library had looked like?
The book titles I needed were not available. The ones I saw listed on the e-catalogue were almost entirely old (mostly from the 1940s-1970s). The ones listed were not on the shelves due to lack of correlation between the library's e-catalogue and the books on the shelves. Old texts were catalogued based on the Dewey System while new ones were based on the Library of Congress.
I left the shelves and returned to the Distribution Table only to be told by the library officials that there was nothing they could do about that. By the way, the books I saw on the shelves were not serially arranged. These are just few among other library administrative issues in a university where they do Library and Information Science as a course at undergraduate and postgraduate levels.
Walking through those shelves was even enough to give one catarrh. The mostly yellow or brown books were competing with the pitch close to the library in terms of which had gathered more dust. One just had to wash their hands after touching the books.
My search continues elsewhere. I still need to get my hands on some books which were not available online. That's why I got to see what I saw in the first place.
Government and private agencies need to do more in improving the quality of our libraries. We can't encourage scholarship by having outdated books in stock. Our university libraries shouldn't be competing with the National Archives of Nigeria in terms of the age of books. I hope something would be done to get more recent books on the shelves of our universities at least to consolidate on the improvement of the quality of learning.
Scholars and students in our universities have been elsewhere and could readily suggest recent and relevant book titles to add to the library stock. Our library catalogues should be easily accessible online as we add to the stocks. Equally, library staff have to be up and doing in their various roles to ensure the smooth running of our libraries. The electronic preservation of the books of our old books is equally important for posterity sake. Proper fire safety measures have to be set in order to prevent the recurrence or enormity of the inferno that befell the University of Jos. To the University of Jos community, I pray that Olúwa á fi òfò ra ẹmí o! (May God replace/compensate the loss with a longer life!)
