The wait is over. After months of speculation, Jose Mourinho has agreed to return to the Chelsea hot-seat next season according to the Daily Star. And the current Real Madrid manager has already drawn up a list of transfer targets to help the Blues return to the top of the Premier League – headlined by strikers Hulk and Radamel Falcao. According to the reports, Mourinho will return to Stamford Bridge at the end of the season on a salary that more than matches his current £12 million-a-year package at Madrid. But the 50-year-old realises Chelsea need some extra firepower to compete against the likes of Manchester United, Manchester City, Arsenal and emerging powerhouse Tottenham. Mourinho is a big admirer of Hulk while Atletico Madrid’s Radamel Falcao has long been rumoured with a move to London. The news may just reinforce Romelu Lukaku’s desire to seek another loan move away from the club next season, with the Mirror reporting the teenager, currently plying his trade with West Brom, has asked Blues officials to secure him another stint in the Premier League. The United States Department of Justice on Tuesday said a publicly listed company, Parker Drilling Services, had agreed to pay an $11.76m fine for allegedly bribing Nigerian government officials from January to May 2004 through an unnamed intermediary. In a statement, the department said the firm was fined for transferring $1.25m to the agent, who reported spending a portion of the money on 'entertaining' Nigerian government officials. The statement read in part, 'According to court documents, in 2001 and 2002, Panalpina World Transport (Nigeria) Limited, working on Parker Drilling's behalf, avoided certain costs associated with complying with Nigeria's customs laws by fraudulently claiming that Parker Drilling's rigs had been exported and then re-imported into Nigeria. 'In late 2002, Nigeria formed a government commission, commonly called the Temporary Import Panel, to examine whether Nigeria's Customs Service had collected certain duties and tariffs that Nigeria was due. In December 2002, the TI panel commenced proceedings against Parker Drilling. The TI panel later determined that Parker Drilling had violated Nigeria's customs laws and assessed a $3.8m fine against Parker Drilling. 'According to court documents, rather than pay the assessed fine, Parker Drilling contracted indirectly with an intermediary agent to resolve its customs issues. From January to May 2004, Parker Drilling transferred $1.25m to the agent, who reported spending a portion of the money on various things, including entertaining government officials. 'Emails in which the agent requested additional money from Parker Drilling referenced the agent's interactions with Nigeria's Ministry of Finance, State Security Service, and a delegation from the President's office. |

Africa's richest man, Alhaji Aliko Dangote, plans to invest up to $8bn to build a Nigerian oil refinery with a capacity of around 400,000 barrels a day by late 2016, the tycoon told Reuters on Tuesday. This will almost double Nigeria's current refining capacity. 'This will really help not only Nigeria but sub-Saharan Africa. There has not been a new refinery for a long time in sub-Saharan Africa,' Dangote said in a telephone interview. The country currently has the capacity to produce some 445,000 barrels per day among four refineries, but they operate well below that owing to decades of mismanagement and corruption in Africa's leading energy producer. Nigeria, the continent's second-biggest economy, relies on subsidised imports for 80 per cent of its fuel needs. A surge in domestic capacity would be welcomed by investors in Nigeria, but it would cut into profits made by European refiners and oil traders who would lose part of that lucrative market. Dangote said the country's ability to import fuel would soon be challenged. 'In five years, when our population is over 200 million, we won't have the infrastructure to receive the amount of fuel we use. It has to be done,' he said. Past efforts to build refineries have often been delayed or cancelled, but analysts have said Dangote should be able to build a profitable Nigerian refinery, owing to his past successes in industry and his strong government connections. The Dangote Group's cement manufacturing, basic food processing and other industries have helped lift his personal fortune to $16.1bn from $2.1bn in 2010, according to the latest Forbes estimate. Nigeria has two refineries in its main Port Harcourt oil hub, one in the Niger Delta town of Warri, and one in Kaduna in the North that serve 170 million people. Not one of them functions at full capacity. Analysts have said previous attempts to get the refineries going have been held back by vested interests such as fuel importers profiting from the status quo. Dangote said this concerned him. 'The people who were supposed to invest in refineries, who understand the market, are benefiting from there being no refineries because of the fuel import business,' he said. 'Some … are going to try to … interfere.' Nigeria's government subsidises fuel imports to keep pump prices well below the market rate at a cost of billions of dollars a year. Fuel subsidies are the single biggest item on the country's budget. Dangote said making a new refinery run at a profit would work even if the government failed to scrap the subsidised fuel price that has deterred others from investing. 'We've done our numbers and the numbers are okay,' he said. |

There were strong indications on Friday that the Federal Government would increase the fuel price in 2013. President Goodluck Jonathan had on Thursday in Abuja said total fuel subsidy removal was a must. He stated that only total removal of subsidy on petroleum products would attract investors to the oil sector and end the importation of fuel. SUNDAY PUNCH’s investigations have revealed that the President’s statement was a prelude to another partial deregulation in 2013 because the N971bn fuel subsidy budget for 2013 would not sustain importation of the product throughout the year. The amount is N83bn or 9.35 per cent higher than the N888bn that is currently being spent in the 2012 fiscal year. It was reliably gathered that government had opted for a phased deregulation of the downstream sector, which would lead to a price hike. Top sources, in the oil industry, who spoke with one of our correspondents in Abuja, said the hike in fuel prices next year was “inevitable.” The sources who pleaded not to be mentioned because they were not authorised to speak on the matter, said Nigerians should prepare for the new price regime. One of the sources said government was considering two options in 2013. He said, “It is either the current fuel scarcity continues or the government embarks on another partial deregulation, leading to another price increase. “But from all indications, the government will go for the second option. Another price increase is inevitable in 2013.” On Friday, Jonathan, through his Special Adviser on Media and Publicity, Dr. Reuben Abati, insisted that, “the downstream sector of the petroleum industry has to be deregulated; the fuel subsidy regime is not sustainable and to attract investment into the sector, there must be fair competition. The subsidy regime does not give room for efficiency.” However, Abati, did not mention when fuel subsidy would be removed. He said, “The President did not make any categorical statement on the time the subsidy would be removed.” Last year, some of the marketers had invested in the downstream sector with hope that government would embark on total deregulation in January. Such marketers have been pushing for total deregulation. The Executive Secretary, Major Oil Marketers Association of Nigeria, Obafemi Olawore, and the Chairman, Depot and Petroleum Products Marketers Association of Nigeria, Dapo Abiodun, had in separate interviews last week, called for total deregulation of the sector. On Friday, marketers told our correspondents that Nigerians would buy fuel at higher prices in 2013. Chairman of the Independent Petroleum Marketers Association of Nigeria, Port Harcourt Unit, Mr. Sunny Nkpe, said since the President said fuel subsidy was not sustainable, Nigerians should get ready to pay more for fuel. “Of course, the price of fuel will definitely increase,” he said. Oil marketers under the Jetty and Petroleum Tank Farm Owners also faulted the N971bn budgeted for the subsidy in the 2013 fiscal year. The group said the amount would not be enough to guarantee adequate supply of petroleum products. The Executive Secretary, JEPTFON, Mr. Enoch Kenawa, said this during a telephone interview with our correspondent. Kenawa said by budgeting N971bn for fuel subsidy in 2013, the Federal Government would be putting Nigerians in double jeopardy. He said, “It (N971bn) will not be adequate. What the government is doing is putting Nigerians in double jeopardy. “They said they are subsidising fuel, yet people can’t see the products to buy and where they have fuel, people still pay very high to get this product. “The N971bn for fuel subsidy can never be adequate. At 35 million litres of fuel consumption per day, the money can’t be enough.” He said rather than N971bn, the government should have provided for between N1.2tn and N1.5tn, based on current consumption pattern. He said, “If they want to remove, let them remove it (subsidy) instead of what they are doing right now. “Based on the demand, the amount that would be reasonable for fuel subsidy should be between N1.2tn and N1.5tn.” The marketers attributed fuel scarcity in many parts of the country to the N888bn voted for subsidy this year, which was not enough. They said the low budget led to inadequate supply, which caused fuel scarcity in many parts of the country. Efforts to get the Minister of Finance, Dr Ngozi Okonjo-Iweala, to react to the marketers’ claim on the 2013 fuel subsidy budget were not successful as calls and text messages sent to her Senior Special Assistant on Media, Mr. Paul Nwabuikwu, were not replied as of the time of going to press. But the minister had in the past faulted the marketers on the 2012 fuel subsidy budget. Okonjo-Iweala had insisted that the N888bn was enough. Currently, the Nigerian National Petroleum Corporation is solely responsible for the importation of fuel. The NNPC spokesman, Mr. Fidelis Pepple, who had confirmed this to one of our correspondents on Monday, blamed marketers for the current fuel scarcity. He said the marketers had not been selling products, which were supplied to them. But the marketers faulted him, saying the fuel imported by the NNPC was inadequate. In spite of the NNPC’s insistence that it had imported adequate fuel, there is a shortfall in supply. Besides, the NNPC, which had abandoned oil pipelines, is relying on depot owners and marketers for distribution of fuel. It would be recalled that government had in January hiked the pump price of petrol from N65 to N141 but was forced to reduce the price to N97, following mass protests organised by civil society groups. Meanwhile, civil society groups have told the Federal Government to expect the mother of all strikes if subsidy is removed. The Convener, Save Nigeria Group, Pastor Tunde Bakare, told our correspondent on the telephone on Saturday, that the groups were ready to protest. He said, “The Nigeria Labour Congress has spoken that it would mobilise civil society groups to go an unprecedented strike. What Nigeria experienced in January will be a child’s play compared to what will happen this time.” Similarly, the Executive Director, Coalition Against Corrupt Leaders, Mr. Debo Adeniran, said, “Jonathan is not going to have it easy this time. Let him continue with his plan; we won’t stop him. But, he won’t be able to stop us when the masses take to the streets and make the country ungovernable for him.” The President, Campaign for Democracy, Joe Okei-Odumakin, also said, “What the government subsidises is corruption. We are going to use the last drop of our blood to stop the removal. The January protest will be a child’s play. They should expect the mother of all strikes. The government has taken us for granted.” In the same vein, the Executive Director of Anti-Corruption Network and a former member of the House of Representatives, Mr. Dino Melaye, stated that, “The plan for total removal of petroleum subsidy is an invitation to anarchy. I dare the FG to remove total subsidy. Any attempt to effect total removal of subsidy, we will shut down Nigeria.” Activist lawyer, Mr. Femi Falana, also told SUNDAY PUNCH that Nigerians won’t pay more for corruption. |

A gay lobby in the United States, All Out, has started a global campaign to collect 100,000 signatures of sympathisers to mount pressure on Nigeria’s President Goodluck Jonathan not to sign the impending law against homosexuals. As at saturday evening, the group has collected close to 70,000 signatures. But how these efforts will persuade President Jonathan not to sign the bill into law, remains to be seen. Nigerian lesbians: impending law prescribes jail term The group claims to be working with partner organisations in Nigeria, such as Changing Attitude Nigeria, Improve Your Health Initiative, Initiative for Advancement of Humanity, International Centre for Advocacy on Right to Health, Sexual Minorities Against AIDS in Nigeria, the Initiative for Equal Rights, Nigerian LGBTI’s in the Diaspora against Anti-Same Sex Laws. The anti-gay bill, was first passed by the Senate on 29 November 2011. The bill criminalises gay marriage and any same-sex “amorous relationship”, a major step in putting in place a law that has drawn widespread criticism in Western countries. The Senate increased the punishment for gay marriage from the five years’ imprisonment originally proposed in the draft bill, to 14 years. The legislation must be passed by the House of Representatives and signed by President Goodluck Jonathan before it becomes law. “Persons who entered into a same-sex marriage contract, or civil union commit an offence and are each liable on conviction to a term of 14 years in prison,” the bill says. “Any person who registers, operates or participates in gay clubs, societies and organisations or directly or indirectly makes public show of same-sex amorous relationship in Nigeria commits an offence and shall each be liable on conviction to a term of 10 years in prison.” The bill passed through the second reading at the House of Representatives last week, unanimously, drawing worldwide outrage by gay sympathisers. A top US human rights official said he has not discussed with Nigerian politicians an anti-gay bill poised to pass Parliament. Michael H. Posner, the Assistant of State for Democracy, Human Rights and Labour, declined to comment directly on the pending legislation during a press conference at the US consulate in Lagos. But, he says human rights issues must be addressed within societies and “it is very difficult, if not impossible, for (foreign) governments to force that change”. 1 Like

it looks like David Icke was right once again this time his seemingly outlandish claims over the music industry having links to shadowy fraternities and sects might have more than a hint of the truth behind them. Ke$ha (yes the letter ‘s’ is imaginatively replaced with a dollar sign) is hitting the conspiracy theorists world with an mighty thud as she gyrates and poses in her new video surrounded by pyramids, all seeing eyes and pentagrams, which as any self respecting conspiracy theorist will know are the key symbols used to mark their artistry just as a dog urinates on a lamppost to mark his territory. Make of it what you will, either the symbolism is being used to gain attention from the conspiracy world and a clever marketing ploy, or it is a sign of the subtle programming and branding used by the illuminati who control the music industry; but the symbolism is blatant. The trouble is Die Young is a highly catchy tune and a very well produced piece of dance music, which is more than can be said for most artists of Ke$ha’s artistic genre. Credit where credit is due, shame about the imagery and lyrical content.

I recall waking up on the 1st of Jan 2012 after a funfilled night vigil with friends to the shocking and what most people discribed as the worst New year gift from his Excellency Goodluck Ebele Jonathan. Little did we know that we were in it for a show down with the government. I recall what the streets of lagos and some other area turned to. We saw pictures from different parts of the city of people turning the main and major roads into relaxation point and even bedrooms to some. We all thought that the government will yield to the demands of the people through those we considered as our mediator with the government(NLC) but it continued beyond our expectations. Let me not bore you with the whole story of what happened within that one week of protest. I was prompted to write this when i read an article this morning about another possible hick in the price of PMS, after reading the news, memories of what happened during the subsidy wahala came flashing. The president assured Nigerians that all was well and that he needed 6 months to turn the face of Nigeria around with the savings from the removal of the oil subsidy. He went as far as procuring buses to help ease the burden of hike in transport fares, promised us that by October this year the power supply will be more stable and constant, refining of crude oil in Nigeria through the refinary along with many other promises. First let us consider the trend of PMS price and supply. After the pump price of 97 Naira per litre of PMS was introduced, the supply of PMS has not been any better than what we used to experience. Presently, before you can get PMS in lagos, you will have to cue for hours at petrol stations, there has been tremendous rise in the sale of adulterated PMS through the black market. One can conclude that the situation we are in now has not been any better than what we used to experience. On the issue of power supply, i can only judge from the area i reside that power supply has gone from 13hours a day from the beginning of the year to about 4hours a day recently. What i consider most annoying about PHCN is with the bill. I was recently charged 9500 for a month consumption, what was normally within the range of 500 to 1000 max. I complained to them and i was informed that it was due to the increase in the cost of power, out of curiosity i went through the previous bills and the recent one, i discovered that my monthly consumption went from 145 to about 1256. This was in a month that our transformer got bad and we were in total darkness for about two weeks. Like the adage goes, "ones bitten, twice shy" i began taking reading of the meter. And as God would have it, the next bill showed a meter reading 38998 while my meter read 38456 which indicated that the guys just guess the meter readings. When i confronted him, he said that he made a mistake that i should run a copy of the bill and pay any amount. This shows how these guys defraud Nigerians. I don't want to go into details with all that has been going on, like the oil subsidy report, the resignation of power minister, the house of assembly and so on, what i want to believe is that we are all in it together, though it seems we are on the path to doom, i want to believe in God's message this morning that his word shall never pass away, and that is word is JESUS which means God is with us. Nigerian never give with your prayers for this our great nations, because with God, all things are possible. Thank you and God bless
