Committed to achieving its objective of creating a conducive business environment in Nigeria, the Presidential Enabling Business Environment Council (PEBEC) chaired by Acting President Yemi Osinbajo, SAN has approved a 60-day national action plan to push through short term reforms. The Acting President, who addressed journalists after the Council’s meeting attended today by the Senate President, Dr Bukola Saraki and Speaker of the Federal House of Representatives, Rt. Hon. Yakubu Dogara at the State House, said the Council will within the stipulated period focus on areas that will not only deliver tangible changes for SMEs but also help improve Nigeria’s entire business environment within the shortest possible time. According to Prof. Osinbajo, "we are trying to improve the business environment in three broad respects; the entry and exit of goods; entry and exit of persons into Nigeria, and then general government transparency- transparency and efficiency in government agencies, parastatals. "The whole idea is that we are able to provide an environment for those who want to do business in Nigeria- local businesses and of course, foreign businesses." The Acting President said the participation of National Assembly’s leadership at Tuesday’s meeting was to "work together, trying to improve the business environment in Nigeria." Prof. Osinbajo said the renewed synergy with the legislature was to ensure that all the necessary legislations relating to the reforms were passed by the National Assembly. The Acting President said: "There are pieces of legislations that we are also looking forward to seeing. We are working together with the National Assembly to ensure that these pieces of legislations are passed." He added that the expected outcome of the new plan will be noticeable in improvements in all the key areas of government that facilitate trade and commerce. According to Acting President Osinbajo, "there are improvements which we expect to see at our ports. Improvements at our airports, improvements at the seaports, improvements in immigration visas etc. "So there are quite a few things that we have seen and which we will continue to look at." Prof. Osinbajo however noted that "the set timelines in the action plan were to ensure that we are not just speaking about these things without necessarily tying ourselves down to specific timelines." In his own remarks, the Senate President, Dr. Bukola Saraki stressed the importance of the executive/legislature collaboration in creating a conducive business environment for both local and foreign businesses in Nigeria. The senate president, who commended the efforts of the executive, said the National Assembly would look into some of the issues that it could to improve the business environment in the country. The Senate President and Speaker of the House of Representatives led the leadership of the National Assembly to the expanded meeting of the PEBEC. Also present at the meeting were federal ministers who are members of the Council including the Attorney General & Justice Minister, Abubakar Malami, SAN; Industry, Trade and Investment Minister, Dr Okey Enelamah; Power, Works and Housing Minister, Mr Babatunde Fashola, SAN; and the Information and Culture Minister, Alhaji Lai Mohammed. Other members of the Council including the Comptroller-General of the Nigeria Customs Service, Col. Hammed Ali (rtd), the Comptroller-General of the Nigeria Immigration Service, Muhammed Babandede and the Managing Director of the Nigerian Ports Authority, Hadiza Bala Usman, attended the meeting. The Acting President, Professor Yemi Osinbajo has signed seven bills passed by the National Assembly into law. The bills which include Oath (Amendment) Act 2017, Defence Space Administration Act, Veterinary Surgeons(Amendment) Act) have now become Nigerian laws. The Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang confirmed Osinbajo's endorsement of the bills in a press statement. The statement reads; "The Nigeria's Ag President, Prof. Yemi Osinbajo SAN GCON has assented to seven bills passed by the National Assembly. The Senior Special Assistant to the President on National Assembly Matters-Senate, Senator Ita Enang in a release made available to the press in his office said the bills Assented to have accordingly becomes laws as it was passed by the National Assembly and transmitted for Assent. The bills according to him includes: 1. OATHS (AMENDMENT) ACT, 2017 2. DEFENCE SPACE ADMINISTRATION ACT, 2017 3. VETERINARY SURGEONS (AMENDMENT) ACT, 2017 4. NATIONAL FILM AND VIDEO CENSOR BOARD (AMENDMENT) ACT, 2017 5. PENSION RIGHTS OF JUDGES (AMENDMENT) ACT, 2017 6. NIGERIA INSTITUTE OF SOIL SCIENCE (ESTABLISHMENT, ETC) ACT, 2017 7. MORTGAGE INSTITUTIONS (AMENDMENT) ACT, 2016 Senator Enang noted that the Acts, other than the Defence Space Administration Act, and institute of soil science are mainly Amendments to the Principal Act intended to bring the Acts in conformity with current realities. The release stated " 1.The Oaths Amendment Acts specifically enlists courts which were not in existence at the time the Oaths Act were made and which came into being upon Amendment of the constitution creating such courts such as the Federal High Court, F.C.T High Court, National Industrial Court, among others named in the Amendment Act. 2. Defence Space Administration Act establishes the Defence Space Administration, to develop satellite technology and ensures security of the nation’s cyber activities. 3. Veterinary Surgeons (Amendment) Act reduces the membership of the Veterinary Council. 4. National Film and Video Censors Board (Amendment) Act reduces the membership of the Governing Board and empowers the Board to regulate the import and export on movies. 5. Pension Rights of Judges (Amendment) Act expands the meaning of a judicial officer to cover the offices of the Chief Judge or Judge of the Federal High Court, President or Judges of the National Industrial Court and Chief Judge or Judges of the High Court of the Federal Capital Territory. 6. Nigeria Institute of Soil Science (Establishment, ETC) Act establishes the Nigeria Institute of Soil Science which is charged with the responsibility of regulating the profession of Soil Science 7. Mortgage Institutions (Amendment) Act reviews the prescribed penalties. Full details... The Court of Appeal in Port Harcourt on Thursday affirmed former governor of Borno state, Ali Modu Sheriff, has the authentic national chairman of the party. It was gathered that the three judges of the court in a unanimous decision agreed that the Modu Sheriff is the chairman of the PDP. Senators Ahmed Makarfi and Ali Modu Sheriff have tested their legal muscles through various litigations in many courts in Lagos, Abuja and Port Harcourt, with each getting favourable orders and directives with the attendant effect on stability in the party. Chieftains of the party from the two sides had at various fora expressed readiness to abide by the outcome of the appeal court verdict with a view to bringing lasting peace in the party. A Federal High Court in Port Harcourt had last year gave legitimacy to Makarfi as the chairman of the party, while another court of coordinate jurisdiction in Abuja, headed by Justice Okon Abang, had ruled that Sheriff should be recognised as the chairman. The PDP has not been able to play the role of leading opposition to the ruling All Progressives Congress (APC) because of the crisis ravaging it from within. An appeal court in Abuja had on December 16, 2016, adjourned indefinitely, the separate hearing in the leadership tussle so as to pave way for the Port Harcourt division of the court to exhaust the case before it. Both Makarfi and Sheriff have been operating from satellite offices following the closure of the national headquarters of the party, at Wadata Plaza in Abuja. The crisis in the PDP is also raging in many states where Makarfi and Sheriff share the loyalty of members.
