The best option is for him to book an airbnb for about 12-14days, during which he can further search for apartments or other accommodation types when he gets there.

You will definitely require transit visa/ATV to travel through France and other European countries as a result of Brexit.
If you have booked an Air France transit Visa, I'm not too sure, but I heard it takes about 10-14days.
For the cost, it seems it's between 40k (due to FX fluctuations) upwards per individual.

You must have booked a date for your biometrics after submitting your application and making payments before you can do walk-in.
It means, you go to TLs on the convenient date for you with all your docs and you write down your name and wait to be called in for your biometrics, therein you pay a fee of ₦42k for the service.

It's not a rumour, it happened to me in Lagos, I don't know about Abuja, infact, they turned a family of 5 back on the day of my biometric, they only took 2 out of them and the other 3 put down their name for the next day.
