The ministries of Information and Interior are to spend N303m on image laundering abroad and typewriters in 2014.

The sum is part of the details of the 2014 budget proposals submitted to the National Assembly by the Minister of Finance, Dr. Ngozi Okonjo-Iweala.

The Information ministry will spend N300m on external publicity/media insertions in foreign print and electronic media in selected cities.

According the budget, the money will also be spent on engagement with foreign news agencies, and production of specialised publicity materials for foreign audience.

The details also showed that the Interior ministry would spend N3m on the purchase of typewriters during the year.

Another curious aspect of the ministry’s budget is its plan to spend N3m on Human Immunodeficiency Virus. It also intends to spend N3m on the refurbishment and upgrade of its intercom extension and N5m on letter bomb detectors.

The budget’s details also indicate that the development of social media platforms and networking with other platforms will cost the Information ministry N50m in 2014.

The production of calendars and dairies by the ministry will gulp N201, 347,699 the same year.

Nationwide media tour of Federal Government projects and hosting of town hall meetings by the Minister of Information is billed to cost N241m.

The Minister, Mr. Labaran Maku, had towards the end of 2012 initiated the Good Governance Tour which has so far taken selected media professionals, public servants and civil society groups to four out of the six geopolitical zones in the country.

The tour ran into controversy when Edo State Governor, Mr. Adams Oshiomhole, and Lagos State Governor, Mr. Babatunde Fashola, distanced themselves from it.

Oshiomhole, in particular, contended that he did not need the team to validate that he was working for the people of Edo State.

It was not certain as of press time if the nationwide media tour mentioned in the budget is another initiative of the ministry or a continuation of the Good Governance Tour.

Another N130m will be spent on ministerial platforms and press briefings on national events while the development of a National Policy on Information and the hosting of the National Council on Information are to gulp N30m.

For the production of various publications on government policies and programmes, the ministry plans to spend N65m in 2014 .Public enlightenment and mobilisation on Vision 2020 in collaboration with Ministries, Departments and Agencies and external bodies on the transformation agenda of the government will gulp another N55m.

The ministry plans to spend N80m on human capital development, N10m on the promotion of Made-in-Nigeria products and N35m on ‘capacity building for budget monitoring of projects and financial monitoring in line with transformation agenda’.

Other major expenditures of the ministry include N25m for the production of jingles on progress made on the transformation agenda, N51m for the purchase of digital machines, and N30m on public enlightenment and national security campaigns awareness.

Various sums of money will also be spent by the ministry on the development of web portals and construction of Local Area Networks.

Curiously, the sum of N214, 242,040 is contained in the budget for the rehabilitation of police stations and barracks by the Nigeria Immigration Service.

Similar devices are made out of lightweight carbon fibre material, can travel six metres a second and cost around £9,000 ($14,000) though the Amazon prototypes are probably a lot more.

Drones have caused controversy in the US as they have been used by law enforcement across the country including Alameda County in California where County Sheriff Gregory Ahern bought one and gave a public demonstration of its uses.

Earlier this year the FAA published a document which paves the way for police, businesses and hobbyists to use drones on a wide scale by 2015.

It is thought that within five years 7,500 drones could be in use across the US if the rules changes go ahead.

Police in Britain too are already using drones and in 2010 the Air Robot used by Merseyside Police helped make the first ever arrest in the UK using such a device, though it was controlled by a policeman using a hand-held remote.

The following year however it crashed into the River Mersey when it ran out of battery, wrecking the £13,000 ($21,000) device.

Bezos unveiled the Amazon Prime Air service to CBS presenter Charlie Rose who said: ‘Oh my God!’ and looked visibly stunned when shown the technology.

Rose said: ‘If I had to bet on pulling this off versus not pulling this off, I’d bet on pulling this off’.

Bezos said that the octocoptors would be autonomous so would not need a pilot to guide them. Instead they would use GPS tracking to find their way to and from the address.
Bezos said: The hard part here is putting in all the redundancy, all the reliability, all the systems you need to say: ‘Look, this thing can’t land on somebody’s head while they’re walking around their neighborhood’.
Getting approval from the US Federal Aviation Authority was going to be the ‘hardest thing’, Bezos said, but he thinks that it ‘will happen’.

Bezos has long been considered a retail visionary and is credited with turning Amazon from an online book retailer into the $61billion (£37billion) a year juggernaut that it is today.
No technical details were released of the octocoptors but they have eight blades, hence the name octocoptor, in case one set breaks so it can stay in the air.
Amazon’s version has an orange top with the company’s logo on it.

It is not clear if the drones are a PR stunt or a serious proposition, but speaking to US TV network CBS, Bezos said: ‘I know this looks like science fiction. It’s not.’
Bezos’ claims raise the prospect of a future where drones whiz across the sky all the time ferrying post around - and perhaps one day even letters too.
In the interview Bezos said that the drones would be able to carry goods up to five pounds in weight, which covers 86 per cent of the items that the company delivers.
Bezos said that he wants to launch the ‘Amazon Prime Air’ service within four to five years, though that will almost certainly be in the US before anywhere else.
He said: ‘These generations of vehicles, it could be a ten-mile radius from a fulfillment (delivery) center.
‘So, in urban areas, you could actually cover very significant portions of the population.
‘And so, it won’t work for everything; you know, we’re not gonna deliver kayaks or table saws this way. These are electric motors, so this is all electric; it’s very green, it’s better than driving trucks around. This is all an R&grin project’.

Amazon has unveiled its secret research project which it claims will be the future of home delivery - packages delivered by drones.

The Internet shopping giant’s chief executive Jeff Bezos says that he wants to use octocoptors to replace postmen and cut delivery times to just 30 minutes.

Customers would have their order dropped onto their front lawn by the machine which would fly through the air from a nearby warehouse with it clasped in a metal grabber.

Those facing deportation spend an average of 29 days at centers like the one in California, where some illegal immigrants are kept in solitary confinement.
Immigration policy has been a hot issue in recent years, and more than 409,000 illegal immigrants were deported last year, ICE figures showed.
By next year, more people will have been deported under Barack Obama than any other president, leading to campaigns to end the separation of families, many of whom have children who are American citizens

The experiences of illegal immigrants waiting in deportation centers in Arizona and California have been documented by a photographer.
Photojournalist John Moore has been covering immigration stories in the U.S. since the 2010 introduction of Arizona's controversial law that allowed police to stop anyone they believed may be in the country illegally.
His latest series of photos focus on immigrants, mainly from Mexico and Guatemala, being held in detention centers while they wait for a decision in their case.

At California's Adelanto facility, about 1,100 immigrants are held as they wait for a decision or deportation.
The center is the newest and largest Immigration and Customs Enforcement center in California, but the ICE holds about 33,000 undocumented workers in more than 400 centers across the U.S.
In a detention center in Mesa, Arizona, the award-winning photographer followed Guatemalans as they were shackled and put on a plane.
Guatemala is second only to Mexico in the number of illegal immigrants deported from the U.S. each year. Flights to Central America leave from Arizona nearly every day, according to the New York Times.

While Mexicans are usually dropped at the border, immigrants who have traveled a dangerous journey from further afield have to be flown back to their home countries.
When Moore was allowed to accompany 100 Guatemalans on the deportation flight, he noted their shoelaces were removed before they boarded the plane.

Former NFL linebacker Thomas Howard died early Monday morning following a ferocious high-speed car crash on a freeway in Oakland that disintegrated both vehicles involved.

The Alameda County Coroner's office said the 30-year-old Howard was one of two men who died in the crash Monday. The driver of the other car, 64-year-old Zeng Long Liu of Hayward, also died in the crash.

Howard was driving a speeding BMW when he hit a big rig, flipped over the center divider and went head-on into a Honda traveling on the other side around 1 a.m., said Officer Daniel Hill, a spokesman for the California Highway Patrol.

Witnesses say the car was traveling at speeds between 100 mph to 110 mph as the car overturned, crossed a median and ended up in the southbound lanes of the freeway, where it sideswiped another car before landing on top of the Honda before bursting out into flames, Hill said.

Hill said that alcohol is not being ruled out as a possible cause of the accident.

'If there was any sort of physical evidence of alcohol involvement, we didn't see it at the scene,' Hill said. 'The vehicle was so mangled the officers couldn't even get close.'

'The damage was spectacular in a horrible way,' Hill said. 'At the speed he was traveling, he never would have been able to react in time to avoid a collision. We can say with relative certainty that speed was the cause of this collision.'
