I think the decrease is due to the fact the most people deported from Ireland or other European countries go back to for re-entry visas in another name. Very few come to Ireland for genuine reasons, a lot use Ireland as a back door entry to United Kingdom and other European countries, the land borders in Ireland are very porous and you can easily get to the Uk with little or no immigration check.
