It's possible. I used my waec where they required English proficiency and I got my admission. Note, I made 'A' in my Waec English.

Did you go for masters or bachelors? I think they use relevant degree relating to choice of study.

In his case for a masters degree, he needs a bachelors so can’t use WAEC.

For your phd is actually seamless, that is category A. You would be attended to quickly.
You’ll get an appointment date almost immediately.
Just read up on the Germany and the location you’re going to study. If you meet all the necessary requirements and you’re not found wanting. They’ll respond positively. Germans are like a straight line no bending

Go to your university as ask for a document from the registrar that confirms that English is the main language of instruction in your university. Officially stamped. You can use that as proof for your English language proficiency

Lol, Nothing is always that straight forward. You can but there are certain requirements you have to meet.

Please, let us be properly guided and save some energy. Banks still fund fintiba account with form A at a rate you cannot get from anyone (black market or Agents in Germany).

Like my friend Adisa told me, 'bankers don't like going away from routine and most times it is easier for them to tell you straight up that the funding cannot fly'. Persist and suggest politely that they call head office and enquire because your friend just did same thing.

The commonest challenge we usually have with the application is that the fintiba document carries your name as the beneficiary's name. To circumvent this, go through the fintiba app and use fintiba transfer. Follow the prompt with 'recommended transferwire' and get a transfermate document at the end. At this point, you will see that you are required to pay in dollars and the beneficiary's name is no more your name.

I eventually paid through Keystone bank and surprisingly, with the fintiba document. All I was asked to do was to change study fee I wrote as purpose of payment on my form A to upkeep.

I hope this helps someone.
