Public toilet, 8/10 of Nigerians will NEVER flush after use but will bIame government for maintenance.

A bin in a public place, 7/10 will never use it unless they are forced to do so but will bIame government.

You need to come to Lagos Island and see why the places get flooded when it rains. It's simple! It's either there's no drainage, the drainages are blocked or too small.
