I concur that bad governance and incompetent leadership are definitely contributory here. But with particular regard to the issue under discussion, corruption takes the cake. I admit that we now have a shrinking revenue, hence the low budget for public utilities, but it has not always been like this. Recall that in the 1960s and 70s,we raked in a lot of cash from the sale of petroleum, but could we boast of having word-class utilities even at the time? One of the Heads of state in the afore-mentioned period was quoted as saying that Nigeria's problem was not dearth of money but what to spend the money on. If we have always been broke as a nation, how do you explain the fact that we keep recovering millions of dollars stashed away in foreign banks by our leaders? We did have the money at a time (unfortunately not anymore) to make Nigeria a cynosure, but the avarice and corruption of our leaders never allowed that dream to see the light of the day. The clinical features the op presented with are in keeping with gastroenteritis and UTI and the doctor accordingly placed him on ciprofloxacin which is a wide spectrum antibiotic and metronidazole, an antiprotozoal agent. Ciprofloxacin is a fluoroquinolone which is effective for UTI. Ciprofloxacin and metronidazole are an ideal combination for gastroenteritis. It important to note that the two drugs above have a wide safety margin and could not account for what op is experiencing. It has rightly been pointed out that his symptoms are due to somatization and as such he will benefit from psychiatric review and management.
