Just read through your previous reply. The previous 02 contract subscriber either did not fully pay up their contract or lost the phone. And 02 has put a block on the IMEI number.
The IMEI number would not register on any of the uk networks (EE,Vodafone,02,3,lyca,lebara,virgin,vectone etc), because of the block.
NB: Options available to you : Return it to the seller or use it has a door stopper !!!!

Yeah I think I unlocked it but as soon as I did it and put different sim in, it comes up with SOS in the signal bar and says SIM Not Provisioned:2 to the left of it.

Option >> Adv Option >> Simcard
Then type MEPD
Provide "Network" and "Service provider" status

Network: Inactive
Service provider: Disabled
