The 489 is being replaced with 491. You are right. They want to push people to the regional areas. People points will be higher for the 491, and it can make people get invite on time.

With my calculation , if my occupation is available for 491, with the new system, my point for 491 will be 85 points, 75 for 190 and 70 points for 189 with superior English. You can see how high the points is for 491.

One can create different expression of interests for the 3. Any one that gives ITA on time, one will go for that one while withdrawing the rest two. That is if my occupation is available for 491. That's definitely straight ITA.

More so, for the 190, it still depends if your occupation is non prorata. There are occupations that are on high demand that are termed prorata. If an occupation is non prorata, I think one can get ITA with 75 points for 190 with superior English. The person only need to wait patiently.
