My mom’s didn’t get refused and she submitted on the 25th. It’s been issued. Just waiting for pickup

It seems everyone who submitted Feb 25 got refused, my parent application was refused too. That have never used more than 2weeks in USA. Never did anything wrong. I’m just wondering why it was refused
