President Muhammadu Buhari’s official driver, Sa’idu Afaka is dead. He died at the State House Clinic on Tuesday after a prolonged illness.

Disclosing this in a statement signed by the Senior Special Assistant on Media and Publicity, Garba Shehu, Buhari extended his heartfelt condolences to the family of Afaka.

Read the statement below:

“President Muhammadu Buhari extends heartfelt condolences to the family of Afaka on the passing of Master Warrant Officer, Sa’idu Afaka, his official driver, who died at the State House Clinic on Tuesday after a prolonged illness.

“President Buhari, who also commiserates with the Government and people of Kaduna State, described the late Afaka as an honest, capable and reliable person who handled his job with utmost care and responsibility.

“The President recalls that in 2016 the soldier, while on pilgrimage in Saudi Arabia, picked up a bag containing a large amount of foreign currencies and turned it over to the National Hajj Commission, an action which earned him praises from the Saudi and Nigerian authorities.

“President Buhari prays Almighty Allah to ‘bless the soul of the departed with an elevated place in heavens,’ committing the family and friends to divine comfort and patience.”

Health / President Buhari Approves 5 Accounts For COVID-19 Donations by charleyfinest(m): 12:02am On May 06, 2020
President Muhammadu Buhari has approved the opening of five COVID-19 Donor Accounts which form part of the existing Treasury Single Account (TSA) arrangement in five commercial banks.

Mr Henshaw Ogubike, Director Information and Press, Office of the Accountant General of the Federation, made this known in a statement in Abuja on Tuesday.

He explained that the framework covered all public funds allocated and dedicated to the fight against COVID-19 including the Fiscal Stimulus Package as well as all donations by corporate bodies and individuals to the Federal Government towards the fight against COVID-19 and the mitigation of its social and economic effects on citizens.

He said this directive also included donations under the Private Sector Coalition Against COVID-19 (CACOVID) Fund domiciled at the Central Bank of Nigeria (CBN).

The News Agency of Nigeria (NAN) reports that the Nigeria Private Sector Coalition Against COVID-19 (CACOVID), as of April 23, realised about N27,160 billion.

According to to him, Federal Government recognises citizens expectation that these resources be prudently applied towards the fight against COVID-19.

“In accordance with citizens expectations, government is committed to managing these funds with the highest sense of transparency and integrity.

“This framework is therefore designed to articulate the measures put in place by government for the transparent and accountable management of COVID-19 Donor Funds as an expression of its commitment towards bridging the trust gap.

“The TSA Sub Account in commercial banks are to be used for the purposes of receiving COVID-19 donations only. On no account shall any other fund of Federal Government Ministries, Departments and Agencies (MDA) be deposited into the accounts or any other account in commercial banks.

“All other government accounts are to be maintained at the CBN in line with the Presidential directive on TSA, the TSA Guidelines and related extant Circulars.

“And all accounts with commercial banks are to be linked with the TSA at CBN to provide a single consolidated view of aggregate government cash balances.

“This will provide a single window for real time access to details of receipts and payments across all commercial bank accounts. In the absence of a ready tool to accomplish this requirement, the current CBN Payment gateway may be deployed,” he explained.

The director stated that all collections into the commercial bank accounts were to be swept into Federal Government’s Sub-Recurrent Account with the CBN and failure to sweep all balances within 24 hours should be deemed a violation of the Presidential directive on TSA and would attract sanctions.

He further said that the disbursements of all COVID-19 Fund including those being collected directly by CBN and those domiciled with commercial banks shall be through appropriation.

According to him, the Minister of Finance, Budget and National Planning may liaise with the National Assembly for emergency passage of a supplementary budget for the utilization of COVID-19 donation based on estimated total collection for the year.

“Funds are to be appropriated directly to participating MDA and spending units like Ministry of Health, Ministry of Humanitarian Affairs, Nigerian Centre for Disease Control, among others rather than to an intermediary agency like the Presidential Task Force (PTF).

“Administrative cost of the PTF shall be appropriated separately to the PTF Secretariat. The advantage is that the respective spending units and their Accounting Officers take full responsibility for funds appropriated to them and likely bottlenecks at the PTF are eliminated.

“Furthermore, transparency is enhanced when funds are spread to more MDA than when a huge amount is put under the control of a single entity.

“Given that there is a national emergency to which everyone including National Assembly is invested in addressing, there is no doubt that legislature will be willing to fast track its passage.

“This will bind all spending units to the Appropriation Act and, in fact, provide the greatest measure of credibility and transparency to the management of the donation.

“To ensure equity and transparency in fund allocation, the Minister of Finance may work with the PTF to determine the needs of participating MDA such as Health, Humanitarian Affairs, NCDC among others.

“Affected MDAs shall present details of their needs together with estimated cost. This will form the basis for allocation of funds and enables post expenditure reporting and audit. Funds are to be transferred to TSA Sub Accounts of spending units based on approved allocations,” he added.

Business / Trade Wars: Trump Administration Pushing To Rip Global Supply Chains From China by charleyfinest(m): 11:34pm On May 05, 2020
WASHINGTON: The Trump administration is “turbocharging” an initiative to remove global industrial supply chains from China as it weighs new tariffs to punish Beijing for its handling of the coronavirus outbreak, according to officials familiar with US planning.

President Donald Trump, who has stepped up recent attacks on China ahead of the November 3 US presidential election, has long pledged to bring manufacturing back from overseas.

Now, economic destruction and the massive US coronavirus death toll are driving a government-wide push to move US production and supply chain dependency away from China, even if it goes to other more friendly nations instead, current and former senior US administration officials said.

“We’ve been working on [reducing the reliance of our supply chains in China] over the last few years but we are now turbo-charging that initiative,” Keith Krach, undersecretary for Economic Growth, Energy and the Environment at the US State Department told Reuters.

Read also:Trump blames China for working against his re-election bid

“I think it is essential to understand where the critical areas are and where critical bottlenecks exist,” Krach said, adding that the matter was key to US security and one the government could announce new action on soon.

The US Commerce Department, State and other agencies are looking for ways to push companies to move both sourcing and manufacturing out of China. Tax incentives and potential re-shoring subsidies are among measures being considered to spur changes, the current and former officials told Reuters.

“There is a whole of government push on this,” said one. Agencies are probing which manufacturing should be deemed “essential” and how to produce these goods outside of China.

Trump’s China policy has been defined by behind-the-scenes tussles between pro-trade advisers and China hawks; now the latter say their time has come.

“This moment is a perfect storm; the pandemic has crystallized all the worries that people have had about doing business with China,” said another senior US official.

“All the money that people think they made by making deals with China before, now they’ve been eclipsed many fold by the economic damage” from the coronavirus, the official said.

Economic prosperity network
Trump has said repeatedly that he could put new tariffs on top of the up to 25% tax on $370 billion in Chinese goods currently in place.

US companies, which pay the tariffs, are already groaning here under the existing ones, especially as sales plummet during coronavirus lockdowns.

But that does not mean Trump will balk at new ones, officials say. Other ways to punish China may include sanctions on officials or companies, and closer relations with Taiwan, the self-governing island China considers a province.

But discussions about moving supply chains are concrete, robust, and, unusually for the Trump administration, multi-lateral.

The United States is pushing to create an alliance of “trusted partners” dubbed the “Economic Prosperity Network,” one official said. It would include companies and civil society groups operating under the same set of standards on everything from digital business, energy and infrastructure to research, trade, education and commerce, he said.

The US government is working with Australia, India, Japan, New Zealand, South Korea and Vietnam to “move the global economy forward,” Secretary of State Mike Pompeo said April 29.

These discussions include “how we restructure ... supply chains to prevent something like this from ever happening again,” Pompeo said.

Latin America may play a role, too.

Colombian Ambassador Francisco Santos last month said he was in discussions with the White House, National Security Council, US Treasury Department and US Chamber of Commerce about a drive to encourage US companies to move some supply chains out of China and bring them closer to home.

China overtook the United States as the world’s top manufacturing country in 2010, and was responsible for 28% of global output in 2018, according to United Nations data.

The pandemic has highlighted China's key role in the supply chain for generic drugs here that account for the majority of prescriptions in the United States. It has also shown China's dominance in goods like here the thermal cameras needed to test workers for fevers, and its importance in food supplies.

Hard sell for companies
Many US companies have invested heavily in Chinese manufacturing and rely on China’s 1.4 billion people for a big chunk of their sales.

“Diversification and some redundancy in supply chains will make sense given the level of risk that the pandemic has uncovered,” said Doug Barry, spokesman for the US-China Business Council. “But we don’t see a wholesale rush for the exits by companies doing business in China.”

John Murphy, senior vice president for international policy at the US Chamber of Commerce, said that US manufacturers already meet 70% of current pharmaceutical demand.

Building new facilities in the United States could take five to eight years, he said. “We’re concerned that officials need to get the right fact sets before they start looking at alternatives,” Murphy said.

Trump White House pledges to punish China have not always been followed by action.

A move to block global exports of chips to blacklisted Chinese telecoms giant Huawei, for example, favored by hawks in the administration and under consideration since November, has not yet been finalised.

It has been more than 30yrs this catarrh has been disturbing me.

I could say I started noticing it when I was in primary school(maybe before that).
I usually feel the drop from the top of my nose and down. to prevent it getting into my mouth I will therefore sniff so that the mucus can rest in my nose and after it accumulates I will now blow it for my nose to be cleared again.

The mucus comes like every 15-20 seconds or more.If i don't sniff just as the mucus comes out it will be dropping in my mouth n I have to be spitting repeatedly and that will be stressful.
If u are close to me n hear me sniffing repeatedly u may think I have asthma but I don't.

I don't really know what's the cause or the name of this illness, please any one with remedy should assist am already fed up with it..thank you

Health / Tinubu's Sample Taken For Covid-19 Test by charleyfinest(m): 8:20am On Apr 26, 2020
National Leader of the All Progressives Congress, Asiwaju Ahmed Tinubu on Saturday, had his sample and those of his close aides taken by officials of the Nigeria Centre for Disease Control, to test for COVID-19, as a precautionary measure.

Samples were also taken from the remains of his late Chief Security Officer, Alhaji Lateef Raheem, by NCDC officials to test for the virus.

Raheem, who died of complications arising from diabetes and high blood pressure in Lagos, on Friday, was buried the same day in accordance with Muslim burial rites.

TheCable had earlier reported that samples were from Tinubu and his personal aides and that the results were being expected on Monday.

When contacted by one of our correspondents, Tinubu’s Media Adviser, Tunde Rahman, confirmed the development.

Rahman said the action was however not an indication that the late CSO died from COVID-19 related sickness.

He told Sunday PUNCH, “It was just a precaution; just to be on the safer side. It has not been established whatsoever that our Chief Security Officer, Alhaji Lateef Raheem, died from COVID-19. He was battling against diabetes and high blood pressure.

“We think he may have died from complications arising from this medical condition. But we are not the experts in this aspect. Thankfully, before he was buried, samples were taken from his body for COVID-19 test.

“We are still awaiting the results. And as a precaution all of us have taken the tests and we are awaiting the results as well.

“This is the way it should be. No one should take chances with this pandemic. Coronavirus is real. And it is not a death sentence.”

Earlier on Saturday, Tinubu in a tribute to his late Chief Security Officer, titled: “Lateef Raheem-My Extraordinary Aide,” described the late CSO as a good and decent man.

My brother struggled with convulsion after three dialysis, died in my hands — Dzuana, sibling of Benue doctor killed by Lassa fever
He said, “A good and decent man has gone. My Chief Security Officer, Alhaji Lateef Raheem, has passed and his death cuts severely.

“Lateef reported for work on Monday. Feeling a bit under the weather, he went home to rest. We spoke on Wednesday on the phone. He was in fine spirits and was looking forward to resuming work.

He also said his late chief security officer, who he said went beyond the call of duty to carry out his assignment, never took selfish advantage of his position and ensured he was forthright and honest to a fault.

Tinubu said the late policeman, whom he first met when he was posted to him as a security detail for the 1999 Lagos State governorship election, remained with him until his death.

Describing how close he was to the deceased, Tinubu said, “As head of my security, Lateef had a permanent seat in my vehicle. Whenever I saw him there, I felt assured and relaxed.”

Business / 4 Key Sectors CBN Plans To Pump Money Into by charleyfinest(m): 8:53am On Apr 17, 2020
The post-COVID-19 era is expected to be filled with a lot of uncertainties and challenges especially in developing countries like Nigeria.

In preparation for post events, the Central Bank of Nigeria (CBN), has warned of the need for the country to act faster so as to enable faster economic recovery.

In order to achieve this, the apex bank has taken some proactive measures aimed at four strategic sectors that would support mass employment and wealth creation in the country.

The four areas of focus by the CBN are:

Provision of affordable housing: Here the CBN will create an intervention fund which will target housing construction by developers who provide proof of profiled off-takers with the capacity to repay the loan. The BVN will be used to verify the information given by the off-takers before the developers can access the facility. The CBN will also assist the mortgage finance sub-sector, assist land administration agencies at the states to build capacity for prompt processing and issuance of land titles.
Renewable energy: The CBN, over the next three years will be providing financial support to environmentally friendly energy production, as this has tangential long term health benefits.
Cutting edge research: Also, the bank will be providing funding and encouraging effort aimed at driving innovation and research in every sector through our universities, research institutions, creative industry initiatives and so on.
Light manufacturing: In order to pursue substantial economic renewal, the CBN intends to close the funding gap needed for the replacement of machinery and equipment in order to enhance local production. The apex bank plans to set up an N500 billion intervention fund over a medium and targeted at manufacturing firms for the procurement of state of the art machinery and equipment and automated manufacturing models that would fast track local production. It will also help increase the patronage of locally processed products.
