Considering the population, its of two kinds and depending on the business u want to go into, i.e Ago-iwoye,Ijebu-Igbo,Ijebu-Ode will be the best place to sell student product and so on cos that is the highest populated place with student,
   The security,its the best u shld go for,considering the fact that the capital of the state is abeokuta,u need not to worry about trafic cos the last administration has done a wonderful job in the areas of transfortation and electricity(which i believe you should be hoping for more since its the same last administration that is still in power).The problem of electricity generation will only come up not to often.
   That of ISP,accessing ur internet is as easy as that available in lagos and if u would want to have it at home than u will go for MULTILINKS.
   I believe all kinds of business will go on fine over there because it will be an added advantage for those coming quickly before it gets over populated and location a permanent site is still very easy now.
