Politics / Ipob’s Sit-at-home-order •total, Partial Compliance In Anambra, Abia by Dakiyak: 9:18am On Sep 15, 2018
The order by Indigenous People of Biafra ( IPOB) across the South East and South South states to sit- at –home on Friday, in honour of their leader, Mazi Nnamdi Kanu and in rememberance of those killed by the Operation Phyton Dance(Egwu -Eke) Exercise last , experienced a partial compliance by residents of Awka, Onitsha, Nnewi and other major towns in Anambra State.

Saturday Tribune investigation around the state show that most primary and secondary schools in Awka, Nnewi and Ekwulobia remained closed as pupils and students stayed away from these premises.

Businesses were also affected. as low patronage was recorded. Buying and selling activities in Awka, Onitsha and Nnewi was at a low ebb, while the busy Aroma junction near the state Secretariat, Timber market, Zik and Arthur Eze Avenues witnessed few people strolling on the roads.

Banks were under lock and key, but their ATM machines offered the necessary services to the few customers who came.

Vehicular movements across Awka, the state capital according to observation was also reduced while few commuters were seen standing on the roads..

At the state Secretariat, many of the staff were already at their duty posts by 10:00 a.m.

Enugu residents ignore order

In Enugu, Enugu State capital, residents on Friday, ignored the sit-at-home protest ordered by the Independent People of Biafra (IPOB) as many of them went to the streets, offices and markets as well as other places of their interests abandoning the scheduled demonstration.

Saturday Tribune observed that there were vehicular movement in Enugu while commercial banks and other financial institutions were opened and customers attended to.

However, security was beefed up in Enugu metropolis and its environs as detachment of armed policemen and soldiers were seen on Friday, in strategic areas in the city, apparently monitoring the situation.

Reports from Agbani, Nsukka, Udi, Oji-River and other major towns in the state also indicated that the mass protest did not hold, which was a total departure from the preceding ones.

Some of the residents interviewed said that although they shared the views canvassed by the pro-Biafra groups, they do not agree with the process by which they are carrying out the struggle, stressing that embarking on mass protest now is unwise because it could escalate tension in the region.

“Agreed that Ndigbo are being marginalised by successive regimes, but the truth is that we need to make wide consultations with other ethnic nationalities to proffer lasting solution to the hydra-headed problems going on in this country. Pro-Biafra agitators should be involved in partisan politics, sponsor some of their members to states and national assembly to effect a positive change.

That is a legitimate means to realise Biafra and not by daring security operatives , ”Mazi Ikechukwu Okoroafor said in an interview.

Saturday Tribune recalls that the leadership of the Biafra Independence Movement-Movement for Actualization for Sovereign State of Biafra (BIM-MASSOB) had on Thursday, urged Ndigbo to ignore the September 14, 2018 sit-at-home ordered by IPOB, saying it is a misplaced protest.

Chief Benjamin Ekwenugo, a member of the MASSOB-BIM elder council, who spoke on behalf of their founder, Chief Ralph Uwazurike, had during the commemoration of the 19th anniversary of MASSOB, by the Enugu West Zone of the group, said IPOB had its own agenda.

The Police in Enugu had also on the eve of the fixed demonstration, urged members of the public to disregard the protest and go about their businesses.

In a statement signed by the state Police Public Relations Officer, Ebere Amaraizu, stated, “The Command in this regard advises those in this intended act to toe the path of peace and order in the state; as the state police command working in synergy with other sister agencies will stop at nothing at ensuring that the existing peace in the state is not disrupted or compromised.”

However at Aba, the order, on Friday recorded total compliance while at Umuahia, the state Headquarters, the reverse was the case.

While security operatives took over areas of the two major towns in the state, streets in Aba were completely deserted.

Aba, commercial center, the Ariaria International market, schools, shops and banks were under lock and key as streets and major roads leading to the city were deserted.

In Umuahia, public and private schools were deserted as parents according to information gathered refused to allow their children/wards to go to school for fear of the unknown.

However, few motorists plied the roads likewise offices and private businesses were seen operating as of the time of filling this report.

The state also witnessed a low turn- out of workers due to scarcity of commercial tricycle operators (keke) to convey commuters to their destinations.

But some people who spoke in animosity told Saturday Tribune they closed businesses to pay respect to IPOB Leader, Mazi Nnamdi Kanu, and his family members who have been missing since September 14, 2017 Operation Python Dance II as well as those allegedly killed by the military during invasion of the family home of Nnamdi Kanu in Afaraukwu , Umuahia, his country home.

Politics / Highlights Of Kemi Adeosun Activities As Finance Minister by Dakiyak: 8:45am On Sep 15, 2018
Mrs. Kemi Adeosun

The Minister of Finance, Mrs. Kemi Adeosun, resigned yesterday, saying in line with the Buhari administration’s stance on integrity, it was honourable for her to resign over allegations on her NYSC exemption certificate.

Here is a brief highlights of her activities in office

Efficiency Unit:

One of her major initiatives is the Efficiency Unit (E-Unit) established in November 25, 2015 to ensure that all government expenditures are necessary and represent the best possible value for money. Prior to her assumption of office, available records showed that the nation’s recurrent expenditure completely dwarfed capital expenditure by a ratio of 84/16. This included non-wage related overhead expenditure such as travel costs, entertainment, events, printing, IT consumables, and stationeries, among others. Since its creation, the unit has been monitoring the MDAs, identifying and eliminating wasteful spending, duplication and other inefficiencies and identifying best practices in procurement and financial management. The federal government currently saves at least N15 billion annually from the services of the unit, according to the ministry.

Presidential Initiative On Continuous Audit (PICA):

Adeosun was said to be instrumental to the establishment of the Presidential Initiative on Continuous Audit (PICA), a critical initiative in the implementation of a Continuous Audit Programme. The Federal Executive Council (FEC) had on March 9, 2016, approved the establishment of PICA to ensure full accountability of all public funds expended under the Buhari administration.

Development of Whistle Blower Policy: The Whistleblowing policy, which was developed by the Federal Ministry of Finance in December 2016, empowers citizens to report public corruption. The primary goal of the policy is to support the fight against financial crimes and corruption by increasing exposure of financial crimes and rewarding whistle blowers. According to Adeosun, over 2,500 reports have been made through various reporting channels as at July 2017, with 365 being actionable tips. She disclosed that the sum of N375.8 million had been paid as reward for 20 whistleblowers in the first batch payment.

Voluntary Assets and Income Declaration Scheme (VAIDS):

The Voluntary Assets and Income Declaration Scheme (VAIDS), an initiative of the Kemi Adeosun in collaboration with the State Tax Authorities, is a revolutionary programme that provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes. As at May 2017, the total number of taxpayers in Nigeria was just 14 million out of an estimated 70 million who are economically active. VAIDS has however yielded over $50 million in revenue between June 29, 2017 when it was launched and October 31, 2017. Two foreign companies have also agreed to pay $110 million in regularizing their tax status.

Treasury Single Account (TSA):

The TSA is another initiative towards efficient and transparent management of federal government finance and revenue collections that have been implemented in the past years, through the Federal Ministry of Finance under Adeosun. The government can monitor and manage revenue from revenue collecting and revenue generating agencies of government, through a window. It has so far mopped up over N3 trillion as revenue accruals since the policy of Treasury Single Account commenced.

Capital budget releases:

Adeosun had said the Federal Government released over N1.580 trillion for capital projects to all its Ministries, Departments and Agencies (MDAs). She said government released N1.58 trillion capital cost to the MDAs for the 2017 budget, considerably higher than the pre-PMB years.

Politics / How I Got Fake NYSC Certificate – Adeosun by Dakiyak: 8:03am On Sep 15, 2018
Mrs. Kemi Adeosun

Mrs Kemi Adeosun, the finance minister until today, in her letter of resignation to President Muhammadu Buhari responded for the first time officially to the allegation of forging the NYSC exemption certificate, by expressing profound shock.

In the letter dated today, the British-born Nigerian said she did not relocate to Nigeria until she was 34 years old, four years older than the 30-year limit for participation by corps members.

She blamed those she called ‘trusted associates’, who helped to arrange the ‘exemption certificate’, that came back to haunt her many years after.

“I obtained my first Nigerian passport at the age of thirty-four (34) and when I relocated there was debate as to whether NYSC Law applied to me. Upon enquiry as to my status relating to NYSC, I was informed that due to my residency history and having exceeded the age of thirty (30), I was exempted from the requirement to serve. Until recent events, that remained my understanding.

“On the basis of that advice and with the guidance and assistance of those, I thought were trusted associates, NYSC were approached for documentary proof of status. I then received the certificate in question. Having never worked in NYSC, visited the premises, been privy to nor familiar with their operations, I had no reason to suspect that the certificate was anything but genuine.”

Her letter also revealed that she took the decision to resign after an internal investigation ordered by President Buhari declared the exemption certificate as fake.

Politics / Resignation: Buhari Thanks Kemi Adeosun by Dakiyak: 7:52am On Sep 15, 2018
President Muhammadu Buhari has thanked the immediate past minister of Finance, Kemi Adeosun for her service to the country.

Adeosun resigned on Friday as exclusively reported by Daily Trust. The resignation followed the allegation of not serving the compulsory National Youth Service Corps, NYSC, and obtaining a certificate that the NYSC have disowned.

The minister felt that her position is becoming untenable and is hurting the President in the run up to the 2019 election.

Presidential spokesperson, Femi Adesina in a statement said Buhari thanked Adeosun for her services to the nation.

“President Muhammadu Buhari Friday accepted the resignation of the Hon. Minister of Finance, Mrs Kemi Adeosun. The President thanked the Minister for her services to the nation and wished her well in her future pursuits,” he said.

He added that the President also approved that the Minister of State Budget and National Planning, Mrs Zainab Ahmed, should oversee the Ministry of Finance.

Education / Don’t Push Workers To The Wall, SSANU Warns FG by Dakiyak: 7:59am On Sep 14, 2018
The Senior Staff Association of Nigerian Universities (SSANU) has warned the government not to push workers to the wall over what it termed ‘lackadaisical attitude over new minimum wage.’
The union said, should the government continue to delay the minimum wage, the consequences will be grievous.
Speaking at its 34th National Executive Council, NEC, meeting, at Delta State University, Abraka, SSANU President, Comrade Samson Chijioke Ugwoke, said the Federal Government appeared unwilling to come up with new minimum wage despite its promise.
The university non-teaching staff union has told security agencies to stop their in-fighting and go back to the drawing board to fight the Boko Haram insurgents that have recently unleashed onslaught on the military and civilians in Borno State.
He said, “We warn the Federal Government not to push labour to the wall. When it comes to the welfare of workers, they start being economical, but when it comes to election, they easily dish out money to buy votes.”
It added that “Budget for the Defence should be well utilized and should not be used to drive big cars by security agents.”
SSANU condemned the use of security agencies by the executive arm of government against the legislative arm, describing such action as “a threat to our democracy.”
He also advised the executive arm of government to respect the rule of law and abide by court judgements, adding that the rule of law is the bedrock of democracy which should be respected.
On the 2019 general elections, Ugwoke said the way politicians were going about the political process was frightening and urged politicians to play according to the rules in order not to bring back the military.

Politics / Ajimobi Charges Religious Groups On Sustenance Of Peace by Dakiyak: 7:47am On Sep 14, 2018
AKINOLA COMMENDS OYO GOV ON HIJRAH HOLIDAY

Oyo State Governor Abiola Ajimobi Ajimobi

RELIGIOUS groups in Oyo State have been urged to sustain the peaceful coexistence and tolerance for one another currently existing among them.

The state governor, Senator Is-haq Abiola Ajimobi, made the appeal at the 1440 Hijrah grand rally organised by the National Council of Muslim Youth Organisations (NACOMYO), Oyo State chapter.

Speaking through his Special Adviser on Community Relations, Alhaji Mursiq Siyanbade, at the ceremony held on Tuesday at the Lekan Salami Sports Complex, Adamasingba, Ibadan,in commemoration of a new Islamic year, the governor said his administration would continue to be fair to all religions and give each its rights.

He commended the Muslim community in the state for being law-abiding and civil in the demand for its rights.

In his address, the Aare Musulumi of Yorubaland, Alhaji Dawud Akinola, commended Governor Ajimobi for adding glamour to the celebration of Hijirah by declaring Muharram 1 a public holiday.

Alhaji Akinola also applauded NACOMYO in Oyo State on its choice of the theme for the event, “Equity, Justice and Fairness: Essentials of Stable Polity, Muslim on Call,” describing it as apposite as the nations gears up for the 2019 general election.

“Administration of justice, equity and fairness are constantly mentioned in the Holy Qur’an because Allah (SWT) regards the trio as essential for healthy living among his creations.

“From the foregoing, one may conclude that justice is an obligation in Islam and injustice is forbidden. In fact, justice can be regarded as the goal of all revelations and scriptures sent to mankind. Therefore, Islam’s approach to justice is comprehensive and all-embracing. With this at the back of our minds, I want to appeal to all politicians to eschew politics of bitterness with a view to allowing for justice, equity and fairness during the forthcoming general election.

“It is on this note that I call on peace and justice-loving people to recognise the fact that there can be no justice and fairness where a large population of Muslims of South West is not recognised in the scheme of things and I know most politicians always defend their interest before public interest but we should always remember that certainly, we are going to render accounts of our stewardship here on earth on the Day of Judgment,” the Muslim leader said.

He appealed to Nigerians to eschew hatred and frivolities and do away with the condemnation of those in positions of authority.

Akinola commended the Chief Imam of Ibadanland, Sheikh Abdul Ganiy Abubakri Agbotomokekere, for providing quality spiritual leadership for the ummah in the city, saying all hands should be on deck to get things right in Hijrah 1440.

The coordinator of NACOMYO in the state, Alhaj Dawood Afolabi, described the Hijrah awareness rally as a moment for sober reflection on “our activities” and the sacrifices made by the early Muslims.

He implored Muslims to assert their numerical superiority over all other groups in the 2019 general election, saying “we must make statements that we hold the ace.”

Apart from competence, knowledge and integrity, he said “our choices should be informed by what candidates have for Islam,” using the forthcoming governorship election as a launch pad.

“The Hijab campaign, teaching of Islamic studies in schools, continued ownership of schools by government, declaration of 1st Muharram as work-free day, appointment of Muslims into prominent public offices and general welfare of the citizenry should guide our decisions, he added.

Afolabi commended the Saudi Arabian authorities for improving their services to the pilgrims that participated in Hajj this year and gave kudos to the National Hajj Commission of Nigeria (NAHCON), state Muslim pilgrims welfare boards and private Hajj operators for the successes recorded this year.

He, however, called for urgent actions to address the challenges of biometric data capture which, he said, denied many Muslims the opportunity to perform Hajj this year.

“The carefree attitude of some Hajj operators and last-minute rush to beat deadlines should be avoided. We congratulate the new Hujjajs and ask them to refrain from what is forbidden by Allah,” Alhaji Afolabi said.

At the event, awards were presented to the family of Alhaji Jamiu Adedigba; Registrar of the Joint Admissions and Matriculation Board (JAMB) and Secretary General of the Nigerian Supreme Council for Islamic Affairs (NSCIA), Professor Is-haq Oloyede and “the heroine of the Hijab struggle at the Nigerian Law School, Barrister Firdaos Amasa Abdus-Salam, for their contributions to the advancement of the cause of Islam.

Dignitaries who graced the event included the Chief Imam of Ibadanland, Sheikh Abdul Ganiy Abubakri Agbotomokekere, who was represented by the Alfa Agba of Ibadan land, Alhaji Abdul Fatai Alaga; imams from across the state; the Bagi of Saki, High Chief Abdur-Rasheed Adegoke; the Iba of Kisi, Oba Moshood Aweda Lawal and the Asiwaju Adinni of Ibadan, Alhaji Mutiullah Abdul Azeez Oladejo (Onimalu), who was represented by Alhaji Abdul Akeem Lawal.

Others were the chairman of the Muslim Community of Oyo State, Alhaji Is-haq Kunle Sanni; Sheikh Ismail Busaeri; the Iya Adinni of Yorubaland, Alhaja Sekinat Adekola; the Amirah the Federation of Muslim Women’s Associations in Nigeria (FOMWAN), Oyo State, Alhaja Simiat Ogundiran; a former Secretary to the Oyo State Government, Alhaji Sulaiman ‘Diti Oladapo and the chairman of Ibadan Muslim community, Chief Bayo Oyero, as well as school children
